London, July 22, Continuation of rain lias caused serious inundations in some of the Midland counties, and extensive damage in almost all the counties. Despairing accounts are given of the crops. Messrs Alexander and William Collier, finance brokers, have been arrested and consigned to Newgate charged with fraud. The London and Westminister Bank are prosecutors. July 24. An unparalleled excitement occurred in the House of Commons yesterday, when Mr Disraeli withdrew the Merchant and Shipping Bill. Mr Plimsoll made a violent speech in opposition to its withdrawal, in which he urged upon the Premier not to consign thousands of human beings to death by attending to the representations of shipowers in Parliament. Mr Plimsoll said he was determined to unmask the villains who were sending sailors to certain death. He was called upon to retract the words, but refused to do so, and presented to the Speaker a protest. Mr Plimsoll then left the House. Mr Disraeli moved that the Speaker reprimand Mr Plimsoll, but it was finally agreed to afford him an opportunity for apologising, and a motion was carried, requiring Mr Plimsoll to attend the House of Commons for that purpose, on Jilly 29th. The Hon W. G. Mitchell, President of the Legislative Council of Victoria, has been knighted. The appointment of Mr Thoneman as Austrian Consul, Melbourne, has been approved by the Queen. It is expected that Dr Solway will be the new Bishop of Melanesia. The corn market is strong with an upward tendency. Adelaide quoted 55s 5d to 55s sd; Tasmanian 53s to 555. SHIPPING.
