ROAD BOARDS.

ASHBURTON. The Ashburton Road Beard held their usual monthly meeting on Tuesday, the 6 th inst, at their office, Ashburton. Members present—Messrs John Grigg (chairman), Alfred Saunders, J. Harrison, and R. Miller. The minutes of the last special meeting, held on Tuesday, the Bth proximo, were read and confirmed. The following report from the engineer was read and considered ; Since the last meeting of the Board I beg to report as follows—Fin ancial—The Government have placed £BOO 15s to the credit of the Board, being the first instalment of the current financial year’s grant. Sums amounting to £45 6s Id have also been received for rents of immigrants’ cottages, and sundiies. Contracts—lmmigrants’ cottages, sinking wells, Hugh Byrne ; I have given a final certificate for this work. Elgin road (foimation only), Stothers and Brown ; I have passed a final certificate for this contract. Elgin road (metalling only), John Boyle ; I have given a certificate for £ll6. Coldstream Swamp road (metalling only), William Gilmour; I have allowed a certificate for £37 on account of the work executed. Bruce’s road (metalling only), John Gilmour; I have given a certificate for £6O. Immigrants’ co'tagcs, George Compton; I have given a certificate for £IOO. Jackson’s and Black’s roads; 1 have again to draw the attention of the Board to the necessity of allowing these roads to be put in thorough repair; a letter on the subject will be laid before the Board signed by Mr Charles Reed and others. Applications have been made for a foot bridge over the Wakanui Creek on.the public road at Mr Hay Smith’s, and also for a cutting to be made on the Fellmonger’s road, both of which works I have to recommend being done. The labour gangs have been employed during the past month, making footpath along the school reserve, making gullies passable on Cochrane’s road, repairing Great South road, and Wakanui and Longbeach roads; fencing off stream diversion on Great South road, and putting wing rails to bridge on same road. Putting in two culverts near Messrs Dawson and Davies’ ; and doing sundry work at immigrants’ cottages, Also carting posts and rails from the 1 tub, and 73,982 feet of timber from the railway station. The following inward and outward correspondence was then read :—From the Secretary for Public Works re Black’s road. From Mr C, Reed and others, relative to repairing Black’s and Jackson’s roads. From Mr J. B. Way, re railway carriage of timber, From the Secretary for Public Works, re gravel reserve. Circular from the Secretary for Public Works, informing the Board that the Government had placed the first instalment of this current year’s grant, amounting to £BOO 15s, to the credit of the Board. From the steward of reserves re road diversion, Wakanui. From the resident magistrate re appointment of clerk to Bench. From Messrs Hole and Stevenson re their contract Great South road, South Rakaia district. From the Minister of Education re the collection of educational rates. From the South Rakaia Board re Hole and Stevenson’s contract, Great South road, South Rakaia district. Petition from J. Sturgeon and others relative to making the road near reserve No 931, and putting in two culverts on Jones’s road. From Messrs Hassal and Reeves relative to having a road laid off through sections 20,298, 16,632, and 20,459, Outward correspondence.—To Mr Francis Black, relative to repairing Black’s road. To Messrs Hanmer and Harper, re Walter Fuller’s claim. To the Secretary for Public Works, re making reserves. To the Secretary for Public Works, respecting district map lithographing. To the Provincial Auditor, relative to immigrants' cottages and the purchase of earth closets. To the sergeant of police, re Trespass of Cattle Ordinance. To Mr J. B. Way, re timber. To the chairman South Rakaia Board, re Hole and Stevenson’s contract Great South road, South Rakaia district. To the South Rakaia Board, re account for drain pipes. Resolved—“ That the cutting on Fellmongers’ road be made, as recommended in the engineer’s report.” Resolved —“ That in reply to the letter from the Secretary for Public Works, respecting an offer of Mr C, Reed’s, re Black’s road, he be informed that as the road in question is situated in the district recently divided, it will be well for the new Board to consider Mr Reed’s demand. Resolved, “ That in reply to the letter from Mr O. Reed and others, they be informed that, as the roads referred to are situated in the recently divided district, the Board consider that it would be well for the new Board of the said district to consider the subject of their letter.” A draft reply to the circular from the Secretary for Public Works re payment of the sum allotted to the district ,for general purposes, was approved of. Resolved, “ That in reply to the letter from the Resident Magistrate, he be informed that it is not the intention of the Board to alter the present existing arrangements.” Resolved, '• That in reply to Messrs Hole and Stevenson’s letter re their contract, Great South Road, Rakaia district, they are to be informed that the Board will deduct £lO from the balance on their contract unless they immediately complete the same in accordance with the engineer’s report, dated the 7th July, 1874, and of which a copy was forwarded to them. Further that the Board intend to enforce the penalty for non-completion of work within the contract time, if Messrs Hole and Stevenson give any further trouble in the matter.” Resolved—“ That the Minister of Education be informed in reply to his circular that the officer of the Board has his time too fully occupied to carry out the suggestion contained in the said circular.” Resolved —“That in reply to the petition from J. Sturgeon and others, relative to making the road near reserve No. 931, and putting in two culverts on Jones’ road, the Board cannot make the road in question at the present time, and have referred the matter of putting in the two culverts on Jones’s road to the engineer.” Resolved—- “ That the Government be requested to have a road laid off through sections 20,298,16,632, 20,459, commencing at the south-west angle of section 16,854, thence following the old track (as near as may be) as delineated on the map of the Chief Surviyor, 1o section 19,050, and thence easterly to the authorised road.” The above-named sections are now being surveyed. Resolved bridge applied for on the Lowcliffs and Beach road at Lowcliffs be constructed.” Resolve —“That lamp applied for by the school committee in Park street be allowed.” Resolved—” That the accounts as per paysheet, and amounting to £574 16s 9d, be passed for payment.” Resolved “That this Board do now adjourn to Tuesday, the ?rd August, 1

EYRETON. The ordinary meeting of this Board was held on July sth, Present—Messrs J. Evans Brown (chairman), Birnie, Bradley, and Coup. Letters were read —From Provincial Secretary intimating that £1665 had been allotted to the Board for the year ending March, 1876, and first instalment, £416, had been placed to its credit. From the Minister of Education, requesting the Board to undertake collection of education tax, 5 per cent allowed for same. Agreed to. From Kaiapoi Borough Council, asking the Board to clear drain south side Ohoka road. Messrs Birnie and Coup were deputed to arrange about the same. From Mr Ingram, Oxford, offering timber at 18s per 100 ft, Resolved —“ To inform him the Board was fully supplied at price quoted.” From Garrick and Cowlishaw. stating that the seat of a member was ipso facto vacant when he failed to attend four consecutive meetings, though he could be absent over that number of times with leave. From Mr Isaac Wilson, tendering his resignation. Accepted. Resolved —“ That a meeting of ratepayers be held on July 22nd for the election of another member, the poll, if necessary, to be held on 26th. From the chairman, asking for leave of absence during session of General Assembly. Granted. From W. Taylor and G. Smith, asking leave to put in tiles across Oxford and Ohoka road, near Clist’s. Agreed to. From Mr Threlkeld, asking Board to contribute towards cost of embankment on his land along Eyre drain reserve, and to increase tram road drain along his frontage, offering 10s per chain towards the same. Resolv'd —“ To contribute £3 per chain to the embankment, and culvert for Edmund’s road,” the other proposal being also agreed to. From Mr J. S. White, in reference to a culvert at Jackson’s road, to divert the water into Fisher’s drain. A petition, signed by Messrs Fisher, McGrath, Chapman, Beharrell, Hansen, G, Fisher, and J. Kinley, was received, praying the Board not to allow the water to be diverted across Jackson’s road. From Mr Isaac Wilson, requesting the Board not to allow the water to be diverted from its present course, as he had been at considerable expense in assisting the Board to take it to the present outlet. It was resolved in reference to the whole question to hold a special meeting on the ground on July 12th. Mr Giles requested the removal of the cottage on Cherry’s ford, and was informed the Government would be written to regarding it. The surveyor was directed to take further steps to recover rent due by Mr Fox, and give Mr Monk notice of intention to clear out channel on sections 2379 and 2453. Resolved—“ That a rate of 6d in the £ be levied on the rateable property for 1875.” Resolved—“ That Mr Coup act as chairman in absence of Mr Brown, and also returning officer for the election,” TEMPLETON. The ordinary monthly meeting of this Board took place at the Road Board office, Yaldhurst, on Monday, July sth. Present— Messrs Bailey (chairman), Carpenter, Hepworth, and Sinclair. After the minutes of the last meeting had been read and confirmed, and copies of the outward correspondence during the month had been laid on the table, a letter was read from Mr John Ingram, Oxford, offering to deliver to the order of the Board at the nearest railway station, either black or red birch timber at 19s per 100; also a letter from the Secretary fur Public Works with reference to the planting on reserves 321 and 322; also a letter from the Secretary for Public Works advising the Board that the sum of £B6l had been allotted to the Templeton Road Board district for the current financial year, and that the first quarterly instalment had been paid to the credit of the Board. nother letter was also read from the Secretary lor Public Works in reference to an application from the Board that a pipe culvert may be put under the Great Southern Failway, at a point about 111 chains above the Templeton station, stating that the matter had been referred to the railway engineer, and upon receipt of his report further communication may be expected. Mr F. W. Delamain waited upon the Board, pressing upon it the necessity of forming that portion of the Harewood road running past bis property, and stating that it was in a perfectly dangerous state, and quite impossible for himtobringa loaded drayoutof some of his paddocks. After some consideration the Board decided to form that portion of road, when Mr Delamain thanked the Board for their interview and retired. A letter was then read from the Minister of Education asking the Board to undertake through their clerk the collection of the household rafe and school fees in their district, and offering to pay 5 per cent, for such collection. The Board decided to postpone its consideration until next Board day, and in the meantime the clerk write the Minister of Education, and ask for a copy of the new Education Ordinance. Tenders were then opened for the formation of the following roads : About 95 chains of river bed road between Dermott’s and Bucknell’s sections, and 45 chains of road leading off the Harewood road towards the riverbed, and for filling ap gullies on road between .Gray’s and Templer’s land, the Board accepting one in each case. Messrs Guy and Hampton applied for an extension of time to complete their contract, which was granted. The surveyor reported upon the various works in the district requiring to be done, and was instructed to advertise for tenders for next Board day for the formation of about 114 chains of the Harewood road, and 70 chains of Buchanan’s road, and 45 chains of road on the north side of the Great Southern Railway, from Jeff’s corner, running easterly towards the factory, and 55 chains of the Fendaltown road, from Dobb’s section to Peagram’s. The Board also decided to put down a pipe culvert at the intersection of the Prcbbleton and Kaiapoi Junction road with the South road, and the surveyor /as also instructed to get other necessary work done by the day men,
