ROAD BOARDS.
AVON, The usual meeting of the Board took place on Monday, the 28th June. Present—The chairman (Mr E. G. Wright), and Messrs Laind, Dickinson, and Peacock, The clerk reported the following receipts : From rates, £129 9s ; Waimakariri do, £ll 19s lid ; rent, £2O; total, £l6l 8s lid. The overdraft at the bank, £9O 3s Bd. Ihe surveyor’s report was read and considered. A circular from the Government was read, informing the Board that £IB6B bad been voted by the Provincial Council for the Avon district, and that £467 had been paid to its account. The remainder of the grant would be paid in instalments. A letter from the Heathcote Road Board was read, inviting a deputation from the Board to meet one from the Heathcote Board to inspect the Stanmore bridge. It was decided that the chairman and Mr Laind be deputed to meet the members from the Heathcote Road Board. A letter was read from Mr T, Gordon, asking the Board to open the River road by the Avon mill. It was decided that the matter be deferred for the present. One from Mr Ingram, of Oxford, offering to supply timber for the use of the Board at a certain price. The Board decided that it is not in need of any at present. One from Mr Bing relating to the road on west side of section 325, also to the state of the culvert by section 367 c, and asking the Board to cause about 17 chains of the road to be shingled, and that a deputation would be in waiting to see the Board. The deputation referred to saw the Board in support of the request as above. They were informed that as soon as the weather permitted shingling to be done the road should be attended to, and with regard to the culverts complained of, they should receive attention at once. A letter from Mr Johns was read in reference to the proposed road beyond Chaney s corner. The clerk was directed to invite tenders for supply of gravel for the road between sections 825 and 287 at Bingsland, so that the work might be proceeded with immediately the weather would permit. A petition was read from the ratepayers living on a road through section 33, near Mr Bowron, asking the Board to take over the road and form it, and that they were willing to pay the cost. The clerk was directed to reply that those interested must first dedicate the said road, and be prepared to pay half the cost of formation, when the Board would do the work. .Letters from Mrs Brown, widow, and Mrs ■Smith, widow, were read, asking the Board ■to remit their rates on account of inability to pay them. The Board resolved that the rates be remitted. A letter was read from the City Council, in reply to the Board's letter re the reopening of Free’s Creek. ’The matter was left to the chairman to act. An account was received from Mr Hackett, Mr Horner saw the Board, and said he had ■come in consequence of the receipt of the Board’s letter concerning the land required -of him for drainage purposes. He agreed to give half the land, and said that the other half required would be given by the owners ■of the adjoining sections. He was requested to get the land conveyed by the Board’s solicitors. Messrs De la Mare and others •saw the Board in reference to forming a road ■opposite the old Wesleyan schoolroom in St Albans. They were informed that the road ■was not dedicated, and the Board could not •expend public money on such roads. If they got the road dedicated the Board would make it, and to expedite the work tenders should be invited to form the road at once, on the understanding that they would proceed to get the dedication deed. They promised to do so. The clerk was directed to invite tenders for the formation. Messrs Vivian and another saw the Board in reference to the petition sent in for taking over the road through section 33. The resolution (as above) of the Board on the matter of the petition was read to them. They said that Mr Bowron was prepared to dedicate the roads through the section, and wished to know if the Board would accept them. The Board said that when dedicated the roads should be formed on their paying half the cost. Messrs Soanes and another saw the Board in reference to water standing on the, land through the state of the drains in High street, and asked the Board to cause the water to be lowered. They were informed that the ditches should be cleared, Messrs Hawkins and another called to see the Board in reference to the state of High street for want of shingle. They were informed that a contract had been entered into for shingle, and that the road should receive attention. Messrs Munro and Tombs saw the Board. Mr Munro in reference to water backing on to his land for want of an outlet and also to the state of Tucker’s road; Mr Tombs in reference to slips in the Riccarton drain and the want of better drainage on the North road by bis land. They were informed that the [surveyor would inspect the Riccarton drain and the drain on the North road, and that with the view of providing an outlet for the water complained of by Mr Munro a drain on the roadside alongside Mrs Daniel’s property should be cut. The surveyor was directed to cut about 30 chains of drain by day labor. Tenders were opened for forming and shingling Hewitt’s road, and one accepted. A section for a drain on the canal reserve, from the River Styx to Reece’s road (63 chains), was laid before the Board and considered. It was resolved that as the drain would be for the special benefit of a large area of land a special rate should be levied, and the clerk was directed to give the requisite notice that the Board intended to levy such a rate. A section of the canal reserve from Dudley’s creek to Briggs’ (74 chains) was considered, and the clerk was directed to invite tenders for forming the road and cutting a drain. With regard to the drainage by Fletcher’s on the East Christchurch road, it was decided that Mr Fletcher be asked to allow a drain to be cut through his land. The surveyor was directed to put a flood gate to the culvert on the Church road. Accounts to the amount of £lB6 3s 9d were passed and ordered to be paid, and the Board adjourned.
