ROAD BOARDS.

AVON. The usual meeting of the Board took place on Monday, the 7th instant. Mr B. G. Wright in the chair, and all the members present. The clerk reported the following receipts since last Board day—From general rate, <£2l9 ; Waimakariri, £23 Os 10d ; from Government, £267 ; J“-undries, 2s 6d ; total, £509 3s id ; the overdraft being £45 2s. Messrs Dow and others saw the Board in reference to making the road used by them passable. It was decided to accept Mr Briggs' offer to do what was immediately required to be done to the road at the price he named. Mr W. Philpott saw the Board in reference to some culverts that were required for the roads in Rhodes’ swamp. It was decided that the surveyor inspect and do what was required. Messrs Hawkins saw the Board in reference to the late rains having flooded the road and their land. The chairman said that the drain should be cleared out to drain the road, but nothing more. The clerk was directed to write to Mr Horner, and ask him if he were prepared to convey the land, as promised, for the purpose of relieving his neighbors and himself of the water now standing on their land. The surveyor was directed to take a section of the Canal drain, A letter from Mr Hewitt was read in reference to forming his road. Resolved that tenders be invited to form and shingle it. One from Mr Roberts, complaining of the state of Innis’s road. It was decided to fill the holes in for the present, and form it as soon as the winter was over. One from Mr Moor, in reference to shingle required for repairs to Park road. It was decided to call for tenders for 200 yards for repairs. One on the same subject with regard to the Mill road from Mr Wilson was read. Ordered to be attended to. One from the Government in reference to a letter it had received from Mr Dunlop about a road to his section near the Styx, informing the Board that the Government was prepared to allow the use of the Canal reserve, 1 chain wide, for a road, with the understanding that should it be required at any time for the purposes for which it was reserved, it would resume possession, and no compensation would be given on account thereof. The clerk was directed to send Mr Dunlop a copy of the letter. Another inclosing copy of a letter from Mr Restell to the Government, in relation to dedicating certain roads at Papanui. The clerk was directed to reply that the road offered to be dedicated will not connect with the station yard, and the Board cannot recommend the acceptance of the dedication unless it be first formed and metalled. A circular from the same, informing the Board of the payment of the balance of the grant for the post financial year to the Board’s credit. The chairman informed the Board of the receipt of a letter from the City Council inviting him to attend a meeting of a committee of the City Council and chairmen of Road Boards, to discuss matters connected with drainage. After discussion it was resolved —“ That in the opinion of the Road Board a drainage Board, independent of the City Council and Road Boards, with full control of all drainage matters, with power to borrow money and levy rates for such purpose, should be constituted, such body should be elective, and that the chairman be requested to attend the proposed meeting on the 10th instant.” The matter of the damage and nuisance caused to properties on the North Town belt and Caledonian road by the closing of Free’s Creek was considered, and the Board decided “That the attention of the City Council be called to the serious injury inflicted on some of the ratepayers on the North town belt and Caledonian road by the closing of Free’s Creek, and inasmuch as the Road Board has protested, from time to time to time, against the closing of the water-course, that notice be given to the City Council to re-open the channel across the North town belt, under clause 68 of the Road Board Ordinance, and failing their doing so that the Road Board will do the work, under the powers given them in the said clause.” The surveyor was directed to put in a pipe culvert across the North road by Mr. Rutland’s The Board decided to buy a horse and cart for working the district, and that tenders be inviied for a horse. Mr Lain 6 brought forward a r equest that some willows from the roadside might be cut. He was authorised to say that the Board had no objection to their being cut if the parties who put them there gave their consent to it. The surveyor was directed to see what could be done to take the water away on the East Christchurch road ; also, to make a section of the canal reserve for next meeting. Accounts to the amount of £245 9s 7d were passed, and the Board adjourned.
