BOARD OF EDUCATION.

Monday, May 10. The meeting of the Board of Education was held at 7 p.m. Present—Messrs J. Inglis (chairman), G. Gould, H. R. Webb, W. Montgomery, and T. W. Maude. REPORT FROM THE BOARD OP EXAMINERS A report was read from the Board of Examiners recommending that Mr D. Thompson (of Le Bon's Bay) be placed in the first division of the third class, and that Mr W. J. Reynolds (lately appointed to the head mastership of Timaru) be placed in the first division of the second class. The testimonials presented by Mr Reynolds afford most satisfactory proof of skill and success iathe management of schools, but are not sufficient to warrant his being placed in the first class without further evidence of his literary attainments. SCHOOLMASTER'S GARDEN. The following letter from the Board to his Honor the Superintendent, was read : M Board of Education, " Cbristchurch, May sth, 1875. " To His Honor the Superintendent, " Christchurch. " Sir,—l have the honor to draw your attention to the enclosed voucher for £5 lis 6d, sanctioned by in ordinary course by the Board for putting the schoolmaster's grounds on Colombo road district school in order, which has been forwarded to the Board by the Provincial Secretary with the endorsement—Government object to authorise this item, and to refer your Honor to the Education Ordinance, 1873, clause 18, and others which clearly declare that the distribution of the public monies appropriated by the Provincial Council shall be made by the Board. I trust your Honor will give your warrant as usual to the voucher in question, so as to relieve the Board from the anomalous position in which it has been placed. Circular dated 241 h June, 1874, will show your Honor the regulation under which the money has been spent. " I have, &c, " John Inglis, " Chairman." The following reply from the Provincial Secretary was read : The following letter from the Provincial Secretary in'reply was read : " Provincial Secretary's Office, " Christchurch, Canterbury, N.Z., " May 10th, 1875. " Sir,—ln reply to your letter of the sth inst., in reference to the voucher for £5 lis 6d sanctioned by the Board for putting the schoolmaster's grounds in Colombo street district in order, payment of which was objected to by the Government, I have the honor to inform you that the Government do not consider that the expenditure of the sum mentioned comes under the provisions of section 18 of the Ordinance, but, under the circumstances, will agree to the passing of this voucher. " I have the honor to be, Sir, " Your obedient servant, " W. M. Maskell, " Provincial Secretary. "The Chairman of the Board of Education." TIMARU. A letter was read from the chairman of the district committee, asking the Board to sanction the appointment of Mr W. J. Reynolds, of the Goulburn street school, Hobart Town, Tasmania, as head master of the Timaru school. The chairman said that the Board had sanctioned the salary at £350 a year, provided the gentkman chosen had a first-class certificate from Ihe Board of Examiners. No doubt Mr Reynolds was a very able man, and he held first-class testimonials, but he did not hold a first-class certificate from the Board of Education here. It was decided that the Board would sanction the appointment of Mr Reynolds as a teacher, the amount of salary to depend on his classification by the Board of Examiners when he presents himself for examination; and further, that the regulations and a statement that the amount of his salary as a second-class master would be £3OO per annum, with augmentation grant, be furnished to Mr Reynolds. SALTWATER CREEK. A letter was read from the chairman of the district committee, requesting an explanation from the Board as to the nature of the committee's mismanagement with reference to the account for plans prepared by Mr Cuthbert; also whether it is the intention of the Board to charge the amount of the account against the district, otherwise the committee will feel it due to themselves to resign. The consideration of this letter was postponed until next meeting. CARLETON. A letter was read from the chairman of the district committee, stating that the committee had invited fresh tenders for the erection of the school buildings. The Board approved. LINCOLN. A letter was read from the chairman of the district committee, asking the Board to sanction the appointment of Miss Nellie Fee as assistant-mistress, at a salary of £6O per annum, and £ls lodging money, in the place of Miss Percy, resigned: The Board sanctioned Miss Fee's appointment, subject to examination in June, DUNSANDEL. A letter was read from the chairman of.the district committee, asking whether the Board would allow the usual sum for lodgingmoney to Miss Jaggar, assistant-mistress. The secretary was directed to reply that Miss Jaggar, being only a second-class assistant, was not entitled to lodging-money. MOUNT SOMERS. A letter was read from the chairman of the district committer, stating that the proposed school site is not yet surveyed; also stating that the committee had decided to advertise for lenders for the erection of the school buildings. The Board approved. LEJSSTON. A letter was read from the chairman of the district school committee, asking the Board to sanction the appointment of Miss Taylor as assistant mistress. The Board sanctioned the appointment at £SO per annum subject to examination. WAITOHI. A letter was read from the chairman of the district committee, asking the Board to sanction the appointment of Robert Mahon as school cleaner at 5s per week. The Board approved. LETTER FROM MR OTTYWELL. A letter was read from Mr A. O. Ottywell, agent for Canterbury to his Honor the Superintendent, and dated 3rd March, 1875, stating that he hoped to be able to forward report! of the management and working* of

Normal schools in England by the next San Francisco mail. PIGEON BAY. A letter was read from Mr C. J. Sale master of the school, asking for an appointment under a master in a larger school. The secretary was directed to inform Mr Sale that he must apply to local committees for such an appointment when vacancies occurred. duvauchelle's bay. The Board sanctioned the appointment of Mr Blythem as master, subject to examination. TEACHERS' SALARIES. A letter was read from the Provincial Secretary, stating that the Government declined to accede to the proposition of the Board to pay the teachers' salaries monthly instead of quarterly. IRWELL. A letter was read from the chairman of the district committee, stating that the committee recommended the acceptance of Mr G. Rankin's tender of £525 for the erection of the school buildings. To be considered at the next meeting. KAIAPOI. A letter was read from the secretary of the district asking the Board to sanction the appointment of Jesse Hill, twelve years of age, as pupil teacher, subject to his passing an examination in June. The Board decided not to sanction the employment of any boy under thirteen years of age to teach. WEST OXFORD. A letter was read from the chairman of the district committee asking the Board to sanction the appointment of John Marsh, as halfpay pupil-teacher, in the room of Walter Parsons, resigned. The Board declined to sanction this appointment, as Marsh was under thirteen years of age. KIMBERLEY. A letter was read from the chairman of the district committee asking whether the Board would allow the committee £ls for planting purposes. The Board decided to postpone this until after the vote of the Provincial Council. LYTTELTON. A letter was read from the secretary to district committee, stating that the committee were of opinion that the site suggested by the Board for the erection of an infant school was of far too great value to be surrendered by the Borough Council, and that the inhabitants generally would be strongly opposed to such a concession ; and further, that the site already offered wps quite sufficient for the purposes required, and was more suitable than the site suggested by the Board. The consideration of this was postponed. YALDHURST. A letter was read from the chairman of the district committee, stating the unsuccessful steps taken by the committee to obtain fresh tenders for the erection of school buildings. The consideration of this matter was ordered to stand over. CERTIFICATED TEACHERS' ASSOCIATION. A letter was read from the secretary of the Certificated Teachers' Association, asking on what condition certificates will be held by teachers claseified previous to the initiation of the Board of Examiners. The secretary was directed to reply that the Board cannot recognise the claims of the Association of Certificated Teachers to an answer to such a question as that contained in the letter under acknowledgment. At the same time, the secretary was instructed to state that the matter referred to was under consideration, and that the teachers interested would receive due notice of their position. THE NORMAL SCHOOL. A letter was read from Messrs Ward and Co offering section No 146, Kilmore street west, with the building thereon, for £6OO, as an extension of site for the Normal school premises, but reserving a 12ft right«of-way on the eastern side of the section. It was resolved that the matter be submitted to the Government. A letter was read from Mr D. Craig, stating that the Normal schools had been insured in the New Zealand Insurance office for £11,500. HEATHCOTE VALLEY. A letter was read from the chairman of the district committee, stating that the committee had accepted the tender of Mr Hans Dixon for £l6 for the purchase and removal of the old buildings. The Board sanctioned the acceptance of the tender. BUSINESS DONE BY THE CHAIRMAN. The business done by the chairman was approved. The Board then adjourned.
