PROPOSED SUBSTITUTE FOR MONEY ORDERS.

It is rumored, on what is believed to be good authority, that Sir Stafford Northcote has had under consideration a project which, if adopted, would entirely revolutionise the present system of transmitting small payments from one part of the country to another through the medium of the post office. It has been proposed to adopt a series of stamps, of graduated values, as a new circulating medium, and to permit the substitution of these, when defaced by the postmaster at the office from whence they are issued, without further record or endorsement, as a cheque for the value they represent. There are some difficulties in the way of ahe general adoption of the method; but should these be overcome to the satisfaction of the Chancellor of the Exchequer, it is said the matured project will form a novel and interesting feature in the budget of 1875.
