BOARD OF EDUCATION.

Monday, March Ist. The Board met at 7 p.m. Present —Messrs J. Inglis (chairman), A. Duncan, H. R. Webb, and T. W. Maude. EAST CHEISTCHURCH. A letter was read from the chairman giving reasons for the excess of expenditure for fencing over the estimates. A letter was read from the chairman asking the Board to sanction certain arrangements as to the instruction of pupil teachers. The Board sanctioned the arrangement. A letter was read from the chairman of the district committee asking the Board to sanction the purchase of additional land to increase the site of the central school in Gloucester street. The matter was ordered to stand over until the estimates were considered. A letter was read from the chairman of the district committee enclosing copy of report on the general question of the collection of rates. The following return of householders and children, liable to the education rate in this district for 1875, was read: —Householders, 1582, equal to £1582; 1236 children, equal to £309 ; total, £lß9l. The secretary was ordered to send a copy of the report to the Provincial Government. A letter was read from the chairman of the district committee, asking the Board to sanction the following appointments: —Mr 0. F. Exall (recently passed as an assistant teacher of the first class), as assistant teacher at the Music Hall, at a salary of £65 per annum, in the place of Mr G. Silvester, resigned ; Mr O. W. Bxall, also holding a certificate as a first-class assistant, at a salary of £SO per annum, in his brother's place. Also, Miss Ada Pykeand Masters F. Bowley and G. B. Ford, as pupil teachers for Bingsland and St Luke's ; they passed at the late examination as for the first year. The committee recommended that the Messrs Exall's appointment should date from Ist March, and the pupil teachers' from the date of their examination. The committee also recommended that Mr W. Fidler's salary be increased to £125 as from Ist February, he having passed the recent examination, and been classed second division third class. The Board sanctioned the appointments of the Messrs Exall at the music hall, and of the pupil teachers at Bingsland and St Luke's, and with regard to the increase of Mr Fidler's salary, the Board decided to sanction an increase to £IOO per annum. KAIAPOI. A letter was read from the chairman of the district committee, asking the Board to sanction the appointment of Miss Julia Pashby as a first year pupil teacher for the infant school ; also of Miss Ellen Neville as a second year pupil teacher for the girl's school. The Board sanctioned the appointment of Miss Julia Pashby, and with regard to Miss Neville's the committee was requested to send in a return of the average attendance from the Ist of January. A letter was read from Miss Emilia B. Johnston, mistress of the Eaiapoi borough school, asking for house allowance. The Board sanctioned an allowance of £25 per annum. PAREORA. A letter was read from the chairman of the committee, forwarding plans and specifications for alterations and repairs. The Board approved. LE BON'S BAY. A letter was read from the chairman of the district committee, stating that the committee recommended the Superintendent to levy a property rate of Is in the £ to cover the amount which should have been lodged to enable the master to receive his salary. It was resolved that the consideration of the matter be adjourned. ARCHITECT'S CHARGES. A letter was read from Mr W. B. &.rmson, stating that his charges for plans and specifications of school furniture at Lyttelton were not excessive, but in accordance with custom, and proposing that evidence as to custom in such cases should be taken in the Resident Magistrate's Court. Mr Armson said that in proposing this course all he wished was to vindicate himself and the society of which he was a member, from the charge of making excessive charges. Beierred to the Lyttelton committee. SUMNER. A letter was read from the chairman, stating that the committee had selected a site for the school in the township of Wakefield at £2OO per acre, the trustees of the Wakefield estate returning £IOO as a contribution to the school. The Board approved. TEMPLETON; A letter was read from the chairman of district committee, stating that the committee had accepted the tender of Mr James Voice for £425 for building a master's house. The Board sanctioned the acceptance of the tender. LEESTON. A letter was read from the chairman of the district committee, asking if the Board would sanction the appointment of an assistant teacher. The Board approved of the appointment of an assistant teacher at a salary of £SO per annum. SOUTHBRIDGE. A letter was read from the chairman of the district committee, stating that it was contemplated to place a stove in the schoolmaster's room. The secretary was directed to reply that the Board would sanction the erection of a brick chimney in the place of a stove. TAI TAPU. A letter was read from the chairman of the district committee, stating that the Board had appointed Miss Elizabeth Sibley as sewing mistress. The Board sanctioned the appointment at a salary of £l2 per annum. TEACHERS' AGREEMENTS. A letter was read from the Provincial Secretary, forwarding a draft form of agreement between chairmen of district school committees and the teachers. The Board approved, and ordered 1000 copies to be printed. GERMAN BAY. A letter was read from the chairman of the committee, asking that as the district had recently paid a building rate towards the Akaroa school, that some reduction might be made in the amount now required. Also asking the Board to place on the estimates a sufficient sum to meet the requirements of a German Bay side school, as there were twenty-three children who might attend a side school, but who could not attend the lower one. The secretary was directed to reply that the Board had no power to make the concession asked for as to the reduction,

SCHOLARSHIPS. A letter was read from Mr G. Dunnage, asking whether it would be competent for his daughter Edith, aged thirteen, who passed as pupil teacher of the first year, to compete for a scholarship in class (J, next June. The secretary was directed to reply, stating that she was at liberty to compete, but if she gained the scholarship she could not hold the pupil teachership. KAIAPOI. A letter was read from the chairman asking the Board to sanction the purchase of three clocks for the use of the schools. The Board approved. TEACHERS' CERTIFICATES. A letter was read from Mr Edgar Ballinger, asking whether, having passed an examination under the Board, and being placed in the first division of the thiid class, he was entitled to a certificate. The secretary was directed to reply stating that Mr Ballinger's clarification appears on the register, but the Board had decided not to grant a certificate. AGES FOR SCHOLARSHIPS. A letter was read from Mr R. Wood, of Milford, Temuka, containing certain suggestions relative to the ages of boys who were candidates for scholarships. The Board regretted that they could not agree to the suggestions. SELWYN. A letter was read from the chairman of the district committee, forwarding a detailed statement of £lO 16s; 6d incurred for additional expenditure. The Board sanctioned thejexpenditure. KAIAPOI. A letter was read from the chairman of the district committee asking the Board to sanction the appointment of a custodian at salary of £SO per annum, with £2O allowance for house rent. The Board approved. LITTLE RIVER. A letter was read from the secretary of the committee re the case of Mr Westropp, and stating that the committee had the fullest confidence in him. The Board concurred in the resolution of the committee. CHRISTCHURCH WEST. A letter was read from the secretary of the district committee, stating that plans and estimates for covering in the quadrangle at the rear of the Liucoln road school would be forwarded. That, subject to the approval of the Board, the committee had appointed Miss Margaret Kindlysides, who had passed the required examination, as pupil teacher at the Lincoln road ; also, Miss Katherine Thornton as pupil teacher at Durham street. The Board sanctioned the appointment of the pupil teachers. WAIHI BUSH. A letter was read from the secretary, stating that Mr W. Campbell had been elected chairman, vice Mr F. K. Flatman, resigned ; also asking if the Board would grant the annual allowance for prizes, and further asking for additional teaching power ; also giving particulars of a proposed site for the erection of a new school, as being more central, and in a more populous part of the district. The Board requested the secretary to forward a tracing to the committee, and request them to mark the houses upon it, and to state the number of children. With regard to the increased teaching power, it was decided that the Board would sanction the appointment of an assistant mistress, at a salary of £SO per annum, the person appointed to be competent to teach sewing, in the place of a sewing mistress. TIMARU. The appointment of Henry John Bilton as pupil teacher at Timaru was sanctioned, subject to his passing an examination. COLOMBO ROAD. A letter was read from the chairman asking for a grant for furniture for the additions lately made to the school. The secretary was directed to inquire from the committee what their immediate requirements were. ASHBURTON SOUTH. The Beard sanctioned the boundaries of a new educational district for Ashburton south. BUSINESS DONE BY CHAIRMAN. The business done by the chairman was approved. The Board then adjourned.
