BOROUGH COUNCIL.
LYTTELTON. A meeting of the Council was held on Monday last. Present—Crs Grange, Hawkins, Buist, Graham, Murray, Young, and Kenner. In the absence of his Worship, Cr Grange was moved to the chair. The minutes of former meeting were read and confirmed. The clerk stated he had received £96 13s since their last meeting. Correspondence read— From Mr J. S. Willcox, stating that the block plan of the Borough wo <ld be completed and laid before the Council at their next meeting, and that the map showing the drains of the municipality was in a forward state. From Messrs Sutton and Weastall, asking what would be the price they would take per annum for the piece of ground at tha rear of their premises, and that behind Mr Roberta's.
From Messrs Sutton and Weastall, asking permission to erect a verandah in front of Mr G. Koberts' shop in Oxford street. In reference to Messrs Sutton and Weastall’s offer, it was referred to the estates committee.
fc The clerk stated that he had given permission to Messrs Sutton and Weastall to erect a verandah to Mr Roberts’ shop, subject to the usual conditions. It was stated that the overdraft at the Bank was £75. Accounts were passed for payment amounting to £l9 I s 2d. The clerk laid on the table a list of outstanding rates for 1874, showing that £147 9s was still due. Cr Graham said that the usual course was to advertise that no further notice be given after a certain day. The clerk stated that the last notice advertised had stated this.
Cr Buist then moved, and Cr Murray seconded —“That all rates not paid by March Ist next, be sued for.” Carried. The Chairman said that the next busineswould be to consider the adjourned question of water distribution and drainage. He would ask the Council if they thought it wise to proceed with the matter in the absence of his Worship and Cr Chalmers. Cr Graham was of opinion the matter should be adjourned for a full Council meeting. He would be willing to come some other day that week if other councillors would to get through the business. Cr Buest said that they had better adjourn it till Wednesday night. Cr Hawkins said that he thought the matter might be adjourned till the usual meeting time on the following Monday. H understood that the Provincial Council would not meet till April, and so there would b( time enough to get matters in train. Cr Buest moved, Cr Murray seconded, and it was carried—“ That the discussiou should be adjourned for a week.” Cr Graham stated there had been no meeting of the estates committee about the insurances; but that they would be ready with a report next Monday night. Cr Hawkins, on behalf of the Lyttelton Gas, Coal, and Coke Company, asked if the Council would divert the water channel off the Sumner road for a short time, as the water running down would cause a heavy loss to the company. Cr Graham said that some of the works committee thought it might do harm to divert it, but he did not. He fancied the expense would be trifling. He hoped some one would move that it should be left to the works committee, so that if it were little trouble they might do it at once. If it turned out a serious matter, they could report jon it to the Council. He did not see why it should not be done for a time if it did not inconvenience the Council.
Cr Buist said he thought the Gas Company should protect itself. The water course was an old one, and diverting the same would be injurious to the Sumner road, and ha did not see the Council should be called upon to do t.
Crs Grange and Buist having made some further remarks,
Cr Hawkins said that some similar cases had occurred on the Sumner road, and no objection had been raised. The Gas Company did not ask for the diversion as a permanency, but only till they could carry out their works. Cr Kenner said he did not see it would make much difference, as it was only the drainage of two sections. Cr Buist moved, and Cr Murray seconded. “That the matter be referred to the works committee to report at next meeting.” The resolution on being put was lost, C'S Buist and Murray voting for, and Crs Grange, Graham, Kenner, and Young against, it was eventually resolved, “That permission be granted the Gas Company to divert thidrain, the work to be done by the Council at the Gas Company’s expense.” The meeting then adjourned.
