ROAD BOARDS.

HBATHCOTE. This Board met on Thursday evening, January 14th. Present—Messrs Fisher, Dunlop, Attwood, Ness, and Mardon. Mr J. T. Fisher having again been re' elected chairman for the ensuing year, took his seat, thanking his colleagues for their confidence. The clerk stated that he had received— Road rates, £l6 12s; Waimakariri rates, £1 7s 9d. The following letters were read : From the Christchurch City Council, requesting permission to cut any gorse growing on the public roads near their reserve in the Heathcote district. Permission granted. From Mr i H. Shirley, re Ferry road drain, complaining of the accumulation of vegetable matter, and requesting the Board to abate the nuisance. Ordered to be acknowledged, and Mr Shirley to be informed that the same will be attended to. From Mr A. Duncan, re footpath and Jackson’s creek, offering to pay half the cost of forming a footpath along his frontage; also requesting the Board td keep Jackson’s Creek open, as it interferes with his hothouse. The Board resolved that Mr Duncan should be informed the Board have no objection to comply with his request, re footpath, on the usual conditions, and with respect to Jackson’s Creek, and the complaint made by him of its being stopped up, the Board must refer Mr Duncan to the parties who have caused the obstruction. From the Secretary of Public Works, informing the Board the Government is under a promise to expend £2OO in improving the Dyers Pass road, and that the Government will arrange with the Port Victoria Boad Board, as its agent, to do the work. Letter ordered to be acknowledged,the cleik to state that the Hoard cannot understand the reason the Government has thought it necessary to employ an outside Board to do the work properly belonging to either the Heathcote or Halswell Boards. Resolved—“ That tenders be invited for filling up the Ferry road drain ; also, that the Government be written to, informing it the swing bridge requires a certain amount of repairs, the same being in a dangerous state ” —“ That Mr Smart’s attention be called to the repairing of the asphalt on the swing, Opawa, and Colombo bridges. Also, that notice be inserted in the papers, cautioning the public against removing sand from the roads in the district without permission of the Board.” “ That the attention of the police be called to the continued trespass of cattle on the various roads in the district.” “That the foreman be instructed to remove obstructions placed on Bamford’s and River Heathcote roads to steam wharf by Messrs Rennie and others, and the expenses of same to be charged against them.” Mr Neighbours waited on the Board, Asking permission to have the clay from the Board’s quarry at Rocky Point. Granted, subject to Mr Garland’s written consent. Accounts to the amount of £79 4s 2d were passed, when the Board adjourned to Thursday evening, 28th instant, AVON. The usual meeting of the Board took place on Monday, January 11th. Present—Messrs Wright, Peacock, Dickenson, Duncan, and Laine. The clerk presided pro tern. He said that as this was the first meeting of the new Board, it was necessary to appoint a chairman for the ensuing year. Mr Peacock proposed, and Mr Duncan seconded—“ That Mr Wright be chairman for the ensuing year,” which, being put to the meeting, was carried unanimously. Mr Wright then took the chair, and expressed his thanks for the continued confi dence of the Board, and promised to give hia best attention to the business of the district. The minutes of the last meeting were read and confirmed. The clerk reported the receipt of £2B 19s fid, and the overdraft at the Bank as £153 9a 2d. An opinion from Messrs Garrick and Cowlishaw was read in reference to drainage matters. The surveyor was directed to report next meeting the cost of finishing Horner's drain and the cost of maintenance. Mr Duncan moved, and Mr Dickenson seconded—“ That Mr Horner be requested to furnish plan showing the properties through which the drain runs, from section 1147 to section 377, and also to intimate to the Board what width of land he proposed to convey along the line of drains, should the Board decide to complete the drain on Preston’s road.’’ The consideration of the drainage from the Riccarton district by way of Dr Lillie’s was entered into by the Board, and the advisability of dividing it to stop the continued flooding of a portion of the district. It was resolved—“ That a surveyor be employed to make a survey of that portion of Lillie’s drain from the North road to section 323, belonging to the Church Property Trustees, with a view of diverting the water.” The surveyor was directed to draw specification and invite tenders for keeping clear all the main drains in the district for twelve months. The chairman drew the Board’s notice to Free’s creek having been stopped by the City Council, by filling in that portion of it crossing the North town belt. It was decided that the City Council be requested to re open it. The surveyor was directed to inspect the Bast town belt with the view of putting in pipes to carry off water. Mr Laine spoke of the foul state of No I drain, and said it would be only fair that the same attention should be bestowed upon it as had been the case with No 2. The surveyor was directed to examine and get offers to clear it. Mr Laine said that he thought the road to New Brighton should be shingled between 'he bridge and the school, or it would be impassable next winter. The Board resolved that the surveyor draw ■ip a specification for re-forming the crown •f the road, and shingling it wth ten miHiV yards to the chain between the points mentioned, iue board resolved that a month’s notice be given to Mr Knight. The accounts were passed to the amount of £62 7s fid and ordered to he paid, and the Board adjourned.
