The 13th clasue of the Bye-Laws of the Canterbury Railways provides that—- " Any person not duly authorised by the Superintendent who shall sell or offer for sale any free .pass, ticket, or portion of a return ticket, ■ shall be liable to a penalty not exceeding Two Pounds."
