BOROUGH COUNCIL.

KAIAPOI. Tuesday, December 29. A special meeting of the Council was held this evening. Present—The Mayor, Crs BehaTrell, Wearing, Parnham, Blackwell, M'Donald, Funston, and after making the declaration required from a newly-elected councillor, Cr Porter took his seat. Minutes of special meeting held on December Ist to make a special rate of 6d in the £ on the north portion of the town were read and confirmed. The ordinary fortnightly meeting was then held, the same Crs present. Cash book showed receipts to be, from rates, £3 18s ; balance to credit of general account £2lB 0s sd. An application was made by Mr W. Alexander, for permission to erect a verandah to his shop, North road. Agreed to. Cr Wearing, chairman of works committee, reported that the committee regretted the Council had not been successful in obtaining Provincial Government grant for protective works, as the erection of embankments was a work of urgent necessity. The committee desired to impress the importance of having these works carried out forthwith, as in future a larger body of water was being directed through Kaiapoi from protective works up the river, and the embankments proposed were to be in conjunction with that making by the Mandeville Road Board on Beach road. The committee considered the Council should adopt the responsibility of carrying on the works themselves. In committee, the report was read and considered. On resuming, it was resolved—" That a committee consisting of all the members, be appointed to consider the question of embankments for both portions of the town, and report at next meeting." The Mayor advised that the town should be protected, so far as practicable, with the funds in hand. The part south of the railway embankment could be rendered secure by sheet piling and floodgates under the railway line at a cost of about £2O. He moved—" That the Government be written to asking its permission to place floodgates on the north side of bridges under Northern Railway between Black and Adam street." Cr Blackwell seconded the motion, which was agreed to. Accounts—insurance £3, foreman £4, carting and labour £5 7s 7d; total, £l2 7s 7d—were passed for payment. In reply to Cr Parnham, who drew attention to dangerous state of footbridge approach, the Mayor said the contractor had promised to see to it. Cr Wearing gave notice of motion for next meeting that the erection of embankments on the north side be carried out forthwith. The Council then adjourned.
