CITY COUNCIL.
Tuesday, October 20. The adjourned special meeting of the Council was held last evening at the Council Chambers. Present, his Worship the Mayor, and Crs Ick, Bishop, Jones, Capes, and Raphael. Dr Foster was also in attendance. The minutes of the last special meeting were read and confirmed. The clauses of the Hackney Carriage and Borough Stage Carriage Bye-law, adjourned from last meeting, were then discussed. Clause 18—On the motion of Cr Raphael, seconded by Cr Jones, the words " either by himself or some competent person," were inserted in the clause, after the words " in attendance." Clause 24—The following words were added to "this clause:—"Provided further that nothing in the Bye-law shall extend to affect the validity of any special agreement made with any person by the owner or driver of any hackney carriage, for any future hiring, or at any time when such hackney carriage shall not be upon any public stand, or plying for hire." Clause 32—An amendment was made in this clause, the words '' Schedule F as aforesaid " in the fifth line, being erased, and " clause 24 " substituted in their stead.
Clause 34.—After some discussion, the consideration of the clause was further postponed until this evening. Clause 35. —Cr Raphael moved—'-That clause 35 be restored in the shape in which it stood in the Bye-law of 1873, in respect to change of route and termini." Cr Ick seconded the resolution, which was agreed to. Dr Foster then embodied the alteration in the Bye-law. Some clerical alterations were made in the schedule, and consideration of the remaining portion postponed. The letter from the residents near Cobb's office received at the ordinary meeting of the Council, requesting that the number of cabs on that stand might not be increased, was next considered.
The surveyor was called in and said that he had measured the paving in front of Cobb's office, and allowing 15 feet for each cab, there was only sufficient room for seven cabs. If two more cabs were permitted to stand there, it would be an inconvenience to the cabmen themselves. He had also measured the pitching in front of the City Hotel, and allowing the same measurement for each cab, there would not be sufficient room for seven cabs.
Mr Goodyer, cab proprietor, who was present, was asked to give opinion on the matter.
Cr Ick said that, after hearing Mr Goodyer, he would move—" That the number of cabs on the stand in front of Cobb's office remain as at present, and that the number on the City Hotel stand be increased to six."
Cr Jones seconded the motion, which was carried. The clause was amended in accordance with the resolution.
Or Raphael moved—"? That a cab stand be formed opposite Matheson's Agency, subject to the surveyor's report, to be brought up this evening." Cr Gapes seconded the motion, which was agreed to. The Council then adjourned until five o'clock to-day.
