Monday, August 24, The usual weekly meeting was held in the Council chambers, Present—His Worship the Mayor, Crs Lane, Ick, Hobbs, Bishop, Gapes, and Jones. The minutes of the previous meeting were read and confirmed. ” The Mayor read a letter from Cr Calvert 'apologising for his absence through indisposition. Cr Lane asked if a copy of the resolution passed at the last sitting of the Council had been' forwarded to the secretary of the market house company. " The town clerk replied that he had forwarded a letter to the same effect. The town clerk reported receipts for the week to be as follow From rate collector account, general city rates, 1873, £6 10s 2d , Waimakariri, 1873, £1 3s lOd ; general city rates, 1874, £2OO 4s; fines from Resident Magistrate’s Court, £1 5s ; carriers’ licenses, £1 10s ; rent of market place, 7s ; total receipts, £244 7s 4d ; drainage account dr, £826 Us TOd ; drainage rate account, cr, £756 15s 7d ; wages, &c, to be paid on general account, £156 2s 5d ; wages, &c, on drainage account, £44 ; overdraft at bank on general account, £742 Os 3d. Cr Ick asked if anything further has been done in the matter of posting newspapers in different portions of the city in accordance with a,resolution passed some months ago in ‘ that Council. The town clerk read the letter from the chief postmaster of the 30th March, in reply, stating that the Postmaster-General had given the necessary permission, and final ' arrangements would be made when the inspector visited Christchurch. ' The Mayor said that a condition attached to this arrangement was that accommodation should be provided at the Post Office for a horse and trap, and this had been done. He (the .Mayor) expected that the inspector ’ would have visited Christchurch before this.

The city surveyor reported as follows ; —• _ “ 1. The work at the new main drain is satisfactorily progressing. I find that about 100.000 bricks have been delivered, and 30.000 more will be required. “2. The work on Park terrace is nowabout one-half done, but as the work and the men are in a more organised condition, I hope that the remainder will be completed more cheaply and expeditiously. ■’ “3, The water-carts can be set to work with a few hours notice. <• 4. The works committee recommend that the consideration of levying a water rate should be taken in hand. Jt 5. x have had the suspension bridge ro- - paired sufficiently to make it safe for pedestri^QS«^ ' Consideration of No 1 paragraph was deferred until next Monday evening. It was resolved that the town clerk take the necessary steps for levying a yyater-rate. The remainder of the report was approved as read. i Cr Bishop said that the surveyor had . to mention the intention of the works committee to commence the work on the East and ‘North belt, after the work on Park terrace was completed. ‘ : On the motion of Cr Gapes, it was resolved 1_“ That the surveyor be instructed to prepare the necessary plans for the work. ; Cr Bishop said that, the works committee had inquired into the offer by Mr Packer of a piece of land for depositing shingle Jfchereon, The section was No. 143, town reserve,: and Mr Packer proposed to give the Council, the use of this section rent free, on condition of his having the use of the railway siding for commercial purposes, this arrangement to be sanctioned by the Governrneufi There would be a right of way , for carts into Colombo and Durham streets, and the costs of the necessary works in connection therewith would be about £6OO,

Gr„jok understood that Mr Packer was so ' (Wroua -to. have this siding, that he would ' place,, every facility in the way of the Council, and would pay half the expense of : tke work.

Cr Farr thought the committee had not inquired fully enough into the matter. He wpuld move—" That it be referred back to the works committee for further and more definite inquiries to be made.” Cr Lane seconded the motion, which was carried. Cr Hobbs moved—“ That the works committee be authorised to ascertain the nearest gravel pit obtainable to Christchurch, and the, probable expense of the cost of haulage from same to Christchurch.”

Cr Gapes seconded the motion, which was carried,

A letter was read from Mr George _N. Nalder, requesting permission to lay a pipe across the footpath in Peterboro street to carry off artesian water. Granted under the supervision of the surveyor, A letter was read from Mr H. Henwood, asking whether the Council would lay pipes leading from Horatio street into the Antigua street main drain if the owners of land fronting the first-named street supply same ; also stating his intention of placing a culvert in the cutting along Horatio street, six and one half chains in length. Referred to the works committee.

The Registrar-General’s report on the vital statistics of the various boroughs throughout New Zealand for the month of July, 1874, was laid on the table.

The weekly report of the inspector of nuisances was read and approved. A carrier’s license was granted to George Terrell, St Albans. Cr Jones moved—“ That the fire brigade committee be instructed by this Council to select the most suitable site for a fire brigade station in lieu of the one now used in the market reserve, and report this day week.” Cr Gapes seconded the motion, which was agreed to. The Council then resolved itself into committee.
