BOROUGH COUNCIL.
KAIAPOI. Tuesday, July 28. The ordinary fortnightly meeting of this Council was held on Tuesday evening. Present—The Mayor, Crs Blackwell, McDonald, Funston, Mileotn, Parnham. Letters were read
From Mr W. Wright, sen., for permission to remove the old Presbyterian church from its present site fifteen chains to another section, and to be allowed three days for its removal along the street, Cr Funston thought a day would be ample time.
Cr Blackwell moved—“ That twenty-four hoars bo allowed for the removal of the building, under the usual regulations, and subject to the approval of the public works committee. Cr Funston seconded the motion, which was carried.
From Captain W. Morgan, applying for a remission of the rates of William Maun who was unable to pay them. The Mayor thought as the property was Captain Morgan’s he would have to pay the rate if his tenant could not do so.
It was resolved, on the motion of the Mayor, seconded by Cr Blackwell—“ That the town clerk inform Captain Morgan that in default of the occupier, the owner of the property would have to pay the rates.” Carried.
From the Provincial Secretary’s office, stating that £125 was payable from the grants to municipalities. Cr Milsom moved, Cr Parnhara seconded — “ That the Provincial Treasurer be requested to place the amount to the Council’s credit at the Bank of New Zealand, Kaiapoi.” Carried.
From Mr Superintendent Eckersley, forwarding quarterly report of the fire brigade The plant was in good order, and working well ; the brigade were also efficient. Sundry uniforms were wanted. Cr Blackwell moved, Cr Milsom seconded —“That the report be received, and referred to the fire brigade committee, with power to carry out its recommendations.” Carried.
From the Christchurch City Council, forwarding copies of the petition and Bill to be presented to the General Assembly in reference to municipal revenue from fees and fines raised in borough. Cr Milsom moved, and Cr Blackwcl seconded—“ That the matter meets with the cordial approval of the Council, and that they will request the member of the House of Ecpresontativcs for Kaiapoi to support the same.” Agreed to. The Mayor reported that three tenders were sent in for alterations to the engine station, and the lowest, £52, accepted. Cr Wearing, chairman of public works committee, reported that the foreman and men were satisfactorily engaged in the works in the town. The committee recommended the making of the footpath on the eastern side of the north road from the swing bridge to the railway station. Also that tenders be invited for the supply of 200 yards of metal to be placed where necessary. The posts at the edge of the footpaths ought to be painted white, and notices served on private persons to have their posts also painted. They recommended that the foreman’s salary should be increased to £2 per week, and that a gratuity of £5 should be paid to him. On the motion of Cr Parnham seconded by Cr Milsom, the report was received. All the councillors endorsed the opinion that the foreman was entitled to an increase of salary, as he was very attentive to his duties.
The report was unanimously adopted. The statement of accounts shewed the receipts for the fortnight to be —From kerosene license, 10s; rates, £l3 11s, and rents’ £4 19s. The balance to the credit of the general account, was £157 12s 4d. Cr Parnham moved, Or Wearing seconded: —“That the accounts—R. Taylor, labor, £3 3s; A. Cameron, do, £3; foreman, £3 16s lid; do, £5; B. Packwood, carting, £1 7s 6d; T. Yeysey, do. £1 7s 6d; John Harper, do, £5 ss; W. Taylor, ironwork, £5 15s; do, £7 10s; do, .£2 19s; “ Lyttelton Times.” £l6 11s 2d; and Fire Brigade sundries, £1 2s; total, £56 17s Id bo passed for payment. Carried. Cr Blackwell moved, Cr Wearing seconded —“ That the clerk write requesting the telegraph commissioner to have the posts placed on the footpaths painted white.” Cr Milsom thought the number of coats of paint required might be stated. [Laughter.] The Mayor—That might be done, and even then I do not suppose he -will take notice of it. The motion was agreed to.
In reply to Cr Milsora, the Mayor said no notice had been taken by the owners of tramways of the resolution passed by the Council.
