ROAD BOARDS.
AVON. The usual meeting of tho Board took place on Wednesday, July Bth. There were present Messrs Norman, Dickinson, and Duncan. In the absence of the chairman Mr Norman was voted to the chair. The minutes of the last meeting were read aud confirmed. The clerk reported the receipt of the following sums since last meeting :—From general rate, £l4O 14s ; Waimakariri rate, £ls 18s 8d ; and £7 subscriptions towards clearing No 2 drain, through Mr Mitchell, making in all £163 12s Bd. The overdraft at tho Bank is £445 3s Id. Mr Johnson saw the Board, and pointed out a mistake in the line of the present fences on the north side of the North town belt, as shown on the tracing he produced, from a survey made by his surveyor. The survey showed that the existing boundaries were out, and that the true line of the belt would take in one place nine feet of the lately formed footpath. He was informed that the matter must be referred to the City Council, which should be done. Mr Sycamore saw the Board, asking to be allowed to draw £IOO on his shingle contract. The surveyor said Mr Sycamore had not signed his contract. Upon his signing his contract, and promising to pick off from the road all the larger stones objected to, the Board allowed the amount asked for to be put on the pay-sheet. Messrs Berry aud another saw the Board aud presented a petition from inhabitants living off the north town belt, asking the Board to cause the side drains to be cleared and the road aud footpaths to be shingled. They were told that the petition would be considered. The surveyor was directed to have the drains cleared and the road and footpath shingled. The clerk was directed to give ML Badden notice not to leave his carts on the road at night. Messrs Hawkins and Read saw the Board, asking that an outlet might be given them from their farms, by putting down two bridges and making a cart track. They were informed that the matter should be attended to, and the surveyor was directed to get the work done.
A letter was read from Mr Simpson, requesting permission to lead the water from the artesian well on Hewitt’s road into his land. The Board decided that as far as it was concerned, it had no objection. Tenders were opened aud one accepted for the following works : —Forming and sitingline Bridge road, Avonsidc : Forming at 9s per chain, aud shingling at 4s lOd per cubic yard. Forming Hill’s Creek road, King’s Bridge approaches, Northcote road. Messrs Dow aud Joblin saw the Board with regard to a road being made by the canal reserve, and complained that they were unable to get anything to their farms for want of a road. The Board said that it would endeavor to do something to relieve them. A letter, with enclosures, was read from the chairman of tho Ellesmere Road Board, with the chairman’s reply thereto. A petition was read from the inhabitants of St Alban’s, respecting the roadside drains becoming a nuisance, aud requesting the Board to take steps in the matter. It was suggested that the drains should he filled in and concrete channels put down, or that the south side drain be deepened and pipes put in where the sides were not likely to stand.
Mr Dickenson moved, and Mr Duncan seconded, and it was carried, that the consideration of the petition be deferred till next meeting, and that the surveyor in the meantime make an estimate of the cost of widening the road 12 feet. A letter from Mr 0. Newton was read respecting the shingling of the Northcote road. He was to be informed that the Board had accepted a tender, and the road would be shingled at once. Two letters were read from Mr Hopkins, relating to matters connected with the votes of the Provincial Council to the district, as also the metalling of the New Brighton road, and other matters. —Deferred till next meeting.
A letter was read from Mr Raine, with plan of Eainostown, New Brighton, offering to convey the streets shewn thereon for the use of the pul flic for ever. It was decided that before the offer could be considered the streets must be properly formed and metalled.
One from the City Council, in reply, saying that it would expend the Board’s share of the cost of forming and shingling the East town belt, and would expend its proportion when it had funds. It was decided to pay the amount named and ask the Council to carry out the whole work at the same. time.
A letter signed by Messrs Carl, Ward, and others was read, asking the Board to find drainage for their land. It was decided that the Board could not drain private property. The surveyor’s report was read and considered.
He was directed to give notices to remove gorse growing on various roads. Also to have the Papanui footpath, from Norman’s, repaired and shingled with material from Mr Duncan’s paddock, at the rate of 3 yards to the chain. The clerk was directed to invite tenders for assessing the district. Accounts to the amount of £326 6s 2d were passed and ordered to be paid; and the Board adjourned till Wednesday, the 29th instant.
