'Hie Austro.ltalian treaty of friendship and conciliation, signed on February 8, shows that it aims to consolidated existing friendly relations by an agreement to submit to arbitration every difference, and also provides that if arbitration proves unsatisfactory, the dispute shall be submitted to the International Court, at The Hague. A conciliation committee will be ap. pointed consisting of one Italian, an Austrian,, and three neutrals. One article declares that the treaty does not modify the rights or duties of either side as members of the League of Nations, but differences must first be submitted to arbitration or The Hague. Tol. copyright SHANGHAI, Feb. 11. The local Japanese newspaper, Osaka Maininolii, reports that the Chinese foreign Minister, Hr. Wang, has accepted the proposal of the British Minister, Sir Miles Lampson, that consular courts be abolished for five years. The agreement provides for the speedy abolition of the districts where Nanking’s infhtence is strongest, extending to tho interior proportionately as the Government proves its ability to maintain order and safety.'
