Mr. Armstrong as an engim eer had a high standing in tho Public Works Department and a reputation with the public for fair dealing. He will be of the greatest assistance in solving the practical questions which must 'come before the new council Roads and water are pressing problems, and present considerable Jimculties to the lawyers, accountants and trade union secretaries who item the majority of the council. Skilled guidance 011 technical matters is essential, and in Air.
