The North China Daily News reports that at .Tientsin Wupeifu instructed his representative to open negotiations with Fengyuslutng and Chang Tsolin. The basis of discussion proposed by Wupeifu is that Chang Tsolin withdraw to Manchuria, knowledge the authority of the Central Government* and that all parties agree to return to the status quo.--A. and N.Z.C.A.
