' ORDIXA R Y MEETIN G. The ordinary meeting cf the 'Council was held at Waip-lro 1 Bay cm October 21; present—Councillors A. W. Kirlc (chairman) M. Hyland, J. Woodford, F. J. Williams and A. B. Williams. The Prime Minister acknowledged the Council’s letter in reference to timber royalties, stating that the matter has been put before the 'Commissioner'of -State Forests for his consideration.—Received. The Minister of Lands replied to tho 'Council’s letter re timber royalties and advised that the matter is reeoiving consideration.—Received. The Taumarunui County Council enquired whether the Council has resolved to support them in the matter of timber royalties.—The clerk stated that the Taumarunui Council had already been advised of this Council’s support; evidently the letters had crossed.
The Chief Surveyor wrote in reference to the*grant cf £2OOO for metalling portion of the .Ihungia- Road and if unexpended this year it will be repeated next year.—Received. Tho Department of Internal Affairs wrote in reference to tho application of the Local Bodies' Finance Act 192122 to a certain Riding of the Omnty and stating the Council’s representation would be cnreful’y considered in tin' matter. The Public Trustee wrote stating that he is at present 'unable to lend money for the p-urpose of a Machinery Loan, but further application at a later date can be made.—Cr. F. J. Williams proposed that the clerk make enqu.ries as to where the money can he obtained and report at the next meeting.—Seconded by Cr. Hyland and carried.
The chairman of the Alain H’glnvays Board forwarded a memorandum in reference to Alain Highways estimates maintenance and advising procedure to he adopted- in connection with maintenance and expenditure.—Received.
Tho Gisborne Borough Council wrote re proposed presentation to Mr Armstrong ar.d advising the time and place selected for the presentation.— It was decided that councillors attend if possible. Air Colin Fa:rl:e asked, on behalf of a number of drovers, that the paddocks at the H ikuwai be leapt specially for stock; also that-the large paddock be kept for drovers’ horses. —Cr. F. J. Williams proposed that Ai r Fa Vie be informed that the land at the Hikuwai was originally taken as a gravel reserve and the Council could not sec their way to provide further accommodation.—Seconded by (.Jr. Hyland and carried.
The manager cf the Gisborne Frozen AJ.cat Co., Tokomaru Bay, wrote in reference to the dumping of clay on tho road ; also, enquiring as to the position in regard to the bridging of tho Waitekeo stream.—Or. F. J. Williams proposed that he he informed that the Council anticipated proceeding with the bridge at an early date. —Seconded by- (Jr. Hyland and carried .
Dr. Davis forwarded a notice under the Public Health Act of a case of diphtheria, at Rangitukia. The report of tho Sanitary Inspector was read and considered.—Arising out cf the report, some discussion took place in regarde to the rubbish dumps at Tokomaru Bay.—Cr. F. J. Williams proposed that the members representing the Tokomaru Riding interview tne ratepayers and residents m Tokomaru Bay and discuss the question with them. —Seconded by Cr. Hyland and carried.—lt was fHither decided to select a place for a depot for rubbish outside the township. The clerk stated that the Native Land Beard Office had rung up snggestir.tr that tho road through sections 1/7 Block till. Vapiro N.T. he proclaimed and sundry other small portions of road closed and taken.- — After some discussion, Cr. A. B. A dliems proposed that tie read be abandoned and the old surveyed road be retained. —Seconded by Cr. Woodford and c. -riod.

'The Council went into comm ttee to open and consider tenders. Cn resum.ng the chairman announced that M. M'eCnrrou’s tender for contract No. 7/24 be accepted.—The tenders for painting contract were held over until later.
.In regard to the works on band, the chairman ptopesed that he and the engineer and clerk go into the matter of financial commitments for the works on hand.—Seconded by Cr. A. B. Williams and carried.
If was decided that the matter or obtaining shingle for the Waipiro-Ala-kf.rika road be left iti the hands of the engineer. lu the matter of tenders for painting the office, it was decided to accept the tender of Air Carson for £3O. On the suggestion of CV. F. J. Williams. it was decided that the engineer’s authority to get metal from the beach cn the other side of the creek he deferred.
Cr. A. li. Williams brought up the matter of exchange of the site of the roadman’s paddock on the Ihungm road with one of the settlers.—The matter was left to Cr. A. D. Williams and the engineer to deal with. Cr. A. B. Williams said he thought the /roadman on the Tikitiki-To A inroad should have a grader, and proposed that a grader bo purchased as scon as possible.—Seconded by Cri Hyland ar.d carried. Cr. A. 13. Williams again drew attention to the necessity of keeping tho ruts and holes on the Tokomu Beach read continuously f.llcd in. C'r. A. B. Williams said that there was a small portion of the Wampu Inland road that required culverts opened before next winter.—The engineer to attend.
Or. Hyland enquired as to the position in regard to the taking of land in Ilerupara- and Hercnga blocks and was informed. The chairman stated that he had attended the Highways Council meeting find gave a resume of what had transpired thereat. Amongst other things the chairman of the Highways Council had expressed a wish that Counties would clean up their grant works by the end of the financial year.
The cha'rman brought up the matter of exchange of land for road iu Ruatorea.—lt was decided that the engineer inspect and .<port ENGINEER’S REI’ORT.
Mn in Highway (southern fcotmdary to Kopuaroa junction section. Maintenance: Surfacemen . are employed as usual cleaning water tables and drains, repairing stream c rowings, patching metal ar.d clearing slips, etc. The bridge party have completed the re-decking and painting of the Tokomaru bridge with toe exception oi; the traffic planking, which will he done later. The same work is now being- carried out on the Hikinvni. bridges. , The top dressing of the road from the Tokomaru bridge to opposite Mr-Oates’ residence with beach shingle lias been completed, thus connecting up the work carried out last season from Busby’s Hill, ft was intended to continue the top dressing of the road from Tokomaru up the M.angaliauini Valley as soon as tlio Beach road work had been completed. Do the Council intend doing this work now seeing that they will have to bear the whole of the cost of the work, as no provision has been made with the Main Highway Board for any contributions y from', them towards carrying out the work P Repairs to tlio metal between Te'Puia and Talcapau wcer done by one of the lorries during part of the month. The
building of a 3ft. x 3ft. x 30ft. wooden culvert was necessary to allow repairs to the road to be carried out. Construction: The Alangahauini deviations contract have been completed with the exception of one of tho concrete crossing in No. 1 deviation which requires adjustment. Main Highway (Hopuaroa- junction to northern boundary section) — Maintenance: Surfacemen arc employed similarly to those on the other section of highway, and in addition to this, the opening of the Takapau deviation; is being carried out by one surfaceman with plough and scoop. I hope to have another scoop team on to help this work out in a few days. The re-forming of the hill near Mr. Reedy’s residence is also being carried out by- surfacemen. A party of men and horses have been started on the opening of a road for the summer months, over tho Ivainaega. Tho lino has been pegged with a v'ew to trying to retain a portion of this work for tho following summer. 'Construction: Work has been started on contract for formation of Jerusalem section.—County road (Tokomaru Beach read): The repairs to tho timber wall along the sea front have been completed. The scarifying and top dressing of this read is pioccodir.g. __
R- ding reads.—Similar maintenance is being carried out by tho surfacemen in all the Ridings as on the Main Highways. Tokomaru' Rding: Plans and specifications have been forwarded to the Public Works Department for approval for the formation of dcviations cn the Ar.aura road.
M aipiro Riding: Tho complettion of contract No. 4/23 on the Aiata-Wa!la-haia. should soon take place. This is long over the time allowed for carryinf? out the work, plans and specifications arc nearly ready for work on the iVa piro-Kopuaroa deviation and will be forwarded for approval to the Public Works Department shortly. Tho necessary decking etc., for the extension of the Mata bridge is at the wharf, Tokomaru Day, and will be carted out shortly. Steel girders for this work, which were indented from England, have not yet come to hand. Piritnrau Riding.— The fencing ,of the willow and poplar plantation at Kai linanga is proceeding. With Or. A. D. Williams, 1 made an inspection of tho century leading to Hoi chore Station with a view to getting a now hue of road. A ‘ snitr.Ve line could l:o got by crossing over the Mata river through Alnkarika and following up tho northern bank of the river. Once away from the river fiats, heavy and expensive work would he required. Av, ami’ Riding.—Most of the .shingle for the concrete wall at Awanui lias been carted and the cement landed. A start will be made during the week at building the wall. i General.— During the visit of Air. 1 Albertson, Chairman of the District Highways Council, to tho district. 1 made an inspection with him of the proposed works on the Alain Highway. Surveys of the Te Hero. Tiknpa arid Annum roads for legalisation purposes are now proceeding and will be completed in a few days. Ala- j teriai for tin? surfaceman’s cottage : near Messrs Gudgeons on the- T.kitikiTe Araroe road, has been ordered. Waimnna Street, Tokomaru Day, loading fiom the Alain road to the Post Office, is hadlv in need of repairs to tho metal. Shall I have tills done while the Beach road work is proceeding? A piece of the Uumgin-Alata road above Jhunguv station is badly in need of metalling. This portion ho’ds up the traffic for weeks after the rest of the road is quite good for carting. 'I lie carters on this road have offered to stand half tho cost of doing this work. As there is a fair amount of field work still to Lo car-| iied out for new works, would the Council state which they require to lie piocceded with first?
