SOUTH AFRICA’S CONTINGENT. GENERAL LUKIN TO COMMAND. (Received Julv 25, 5.5 p.m.) PRETORIA, July 24. General Lukin commands tlie First Brigade for Europe. Instead of military pay, the Government will allow civil servants and railway employees leave of absence on full pay if appointed to command or staff duties and others half-pay.
