AN ULTIMATUM OR A V/AR DECLARATION ? KAISER’S HOPES FOR PEACEFUL SETTLEMENT. (Received July 20, 9.55 p.m.) BUCHAREST, July 20. The Emperor Franz Joseph presidat a joint mooting of the AustroHungarian Cabinets at Schoenbrurr. and deliberated cn whether to send Roumania an ultimatum or a declaration of war. The Kaiser still desires to pacify Roumania, offering her compensation at Austria’s expense. M. Rodoslavoff (Bulgarian Premier), interviewed, said: “The present situation regarding neutrality cannot exist indefinitely, but in order to induce Bulgaria to enter the war, we must have Macedonia, which is Bulgarie’s Alsace The army has been reconstituted since 1913 and is commanded by young and active officers, and is ready for all eventualities.”
