The “Times” has received information from Germany that the Kaiser’s statement that the war would end in October was made to a deputation or bankers, who interviewed the Kaiser to point out the financial difficulties and grave, risks of another winter campaign. The bankers stated that if the war were prolonged 1 Germany would! become utterly bankrupt.
