STILL IN ABEYANCE

By Telegraph—Special Correspondent * * WELINGTON, July 9. The National Cabinet proposal has not been advanced to any extent since last evening, when the Government Caucus expressed approval of the continuation of negotiations with the Leader of the Opposition by the Prime Minister. To-day has been a busy day, especially for Ministers, and no opportunity for a further conference lias yet occurred.

READJUSTMENT OF PORTFOLIOS In regard to the rearrangement ol Tile portfolios hitherto administered by the Hon. J. Allen, it may be explained that the Prime Minister becomes Minister for Finance for the time being. Sir Francis Bell, who has been administering the Education Department for some time past, now becomes Acting-Minister for Education. In this connection, it may' be recalled that some 11 or 12 years ago the House passed a resolution expressing its disapproval of the holding of the portfolio of Education by a member of the Legislative Council. This was during the regime of the late Mr Seddon, when the portfolio ol Education was held by a colleague in the Upper Chamber. Mr Seddon subsequently took over the portfolio him-
