' .STRIKING THE RATE. ENG [.VEER’S ESTIMATE ADOPTED The Waikolm County Council yesterday had before it the business of striking a general rate for the war 1915-16. The Engineer (Mr F. C. Hay) submitted rough estimates and the rate which was necessary to meet these in the various ridings. They were as follows: Kanakania Riding: Maintenance and roads £540, culverts, bridges, etc. £6O. metalling £650. administration. £136, contingencies 10 per cent £139. total £1522, necessitating a 2d rate.
Motu Riding: Maintenance £2268, metalling £540, administration £423, contingencies £323; total £3554, necessitating a 2d rat®. Ngatapa Riding: Maintenance £684, metalling £390; Government grant £ for £ £2BO, administration £lB7. contingencies £154 ; total £1695, necessitating a 2d rate. To Karaka Riding: Kaitcratahi bridge £IOO, maintenance £468, Lav{•iiham road metal £175. Jackson Road £SO, Graham road £so.' drainage £SO. slips, etc., £IOO, administration £lB9, sundries £IOO, contingencies £118; total £I3OO, necessitating a rate of 13d. Mangatu Riding : Ain in to nance. £1296, metalling £540. administration £483, contingencies £232 : total £2551, necessitating a rate of JJd. The Chairman pointed out that the cost of the erection of roadmen’s cottages would have to be included in these estimates. The Engineer said.that he had originally included the cost of roadmen’s cottages and land for same, but had cut these out. If the Council went in for these the cost would have to he added to the estimates.
Cr. Peacocke pointed out that about 14. cottages and the land for same would have to bo provided. The Engineer said that to provido the cost of erecting cottages and buying the land would mean Id additional rate over the whole country. Cr Peacocke: I don’t see how we can do it at all. Continuing he suggested that a loan should be raised for the purpose. He did not see now it could he d-ono out of rates. The. Clerk said they could strike a. separate special workmen’s cottages rate in each county, which would liquidate the debt.
The Engineer said he estimated that £SOOO would he required for workmen’s cottages.
Cr. Smith moved, and Cr. Peacocks seconded that the Council strike x rate for 1915-16 according to the Engiitecr’s estimates.
The motion was carried unao mf»u.-:-ly. Mr Hay said that ho liad p’ovidcd a fair margin foi; maintenance-, and hoped* to effect improvements out of the amount provided for maintenance in all the ridings. . , A. special order was made fixing a special rate of ; jd in the £ upon the rateable value of the property in Te Hau special rating area to pay interest and sinking fund upon a lean of £IOOO to erect a bridge j across the Wnipaoa river near Wbatatutu. A special order was made fixing special rate* of id in 'the £ upon the property of .the ’ Tvakaretu special rating area to raise a loan of £ISOO for* tile purpose of forming 4J miles of the Makaretu road 14ft wide, ard widening 2-}- miles from Bft to 14ft.
