BOROUGH LOAN PROPOSALS.
TOLL TO BE TAKEN TO-DAY
The-’ statutory poll of ratepayers in connection with the various proposals to borrow a total sum of .£112,540 for the purposes of road formation,, recreation reserves and the inauguration of a system of drainage for Gisborne on the scheme set forth by Mr. Mestayer, will be taken today. Mr. H. M. Porter has been appointed returning officer, and the polling places are:—No. 1 booth v The Borough Council Offices; and No. 2 booth, Warner’s store, Roebuck Road. The hours of polling are from 9 a.m. to G p.m. In all five proposals arc being submitted , three being connected with the drainage scheme and the other two proposals for roads and recreation reserves, which stand independant of each other. DRAINAGE. The drainage proposals are: To borrow £20,000 to -provide a main out-fall sewer to serve the whole of the Borough, and ,to pay the interest and sinking fund on that amount the ratepayers -are asked to sanction a special rate of 3d in the £ on all property within the Borough boundaries. The second drainage proposal i> to borrow £35.000 to sower the drainage areas 1,2, and 3. or that portion of the Borough bounded by Read’s Quay, the Taruheru River, the' northern bank of the Waikanae stream, and midway between Disraeli Street and Roebuck Road. To pay interest and sinking fund on that sum, and to cover the annual cost of working. it is proposed to strike a rate of Ls 3]d in the £ over areas 1,2, and 3. The third drainage proposal is to borrow £IO,OOO to connect properties with the sewers, and to secure tins interest on that loan it is proposed to strike a rate of Is Id in the £on all property in areas 1,2, and 3. ROADS. The Council proposes to borrow 111,390 for the purposes"of improving the streets of the town, and to purchase required machinery and plant. To pay interest and sinking hmd on this amount it is proposed that a special rate of 6d in the £ shall be levied on all rateable property in the Borough.
RECREATION GROUNDS. The ratepayers will also be asked to sanction the* borrowing of £6150 to purchase recreation grounds at Haiti, Whataupoko. and on the Waimata River. * To pay interest on this amount it is proposed to strike a rate of Id in the £ on ail rateable property within the Borough-. WHO CAN VOTE. Only freeholders and ratepayers can vote on the questions and the word ratepayer does not include householder. I. :e ballot papers will be issued and live. different ballot boxes used. Yot uv; are asked to east their vote FOR or AGAINST each proposal. Only those ratepayers or freeholders in drainage areas 1. 2, and 3 can vote lor the proposal to borrow £33.000 and £10,000: but all ratepayers or freeholders in the Borough can vote for the proposal to borrow for Roads, Recreation Reserves, and the Main Sewer. -RESULT OF THE POLL. The .result of the poll depends absolutely on the number of votes cast for or against a proposal, and voters do not vote against any -proposal by neglecting to go to the ballot- box. A bare majority of the votes cast will carry any proposal. For instance if only five votes are cast, three for the proposal and two against, the Council! is empowered to raise the loan and go on with the work. It is therefore necessary that all persons entitled to vote, who desire to record their vote against any particular .proposal, should go to the poll, as .well as those who desire to vote for any or all of the loans. As soon as the ballot papers have been counted the result- of the poll! will be announced at the Borough Council Chambers.
