HARBOR BOARD ELECTIONS. TO THE RATEPAYERS OF COOK AND WAIAPU COUNTIES. f. ADIES AND GENTLEMEN,— a candidate- at the Election lor two members of the Gisborne Harbor Board to be held on February Bth. In regard to tho proposed outer harbor, I am of opinion, that neither of the schemes brought forward lmve sufficient data behind them to justify ns in borrowing such a large'sum of money to spend upon what can only be at the best an experimental work. One of the engineers in his report admits that the proposed work can never be relied upon as a harbor of refuge, owing to the fact that it would be unsafe to attempt' to enter it in bad weather. This admission coupled with the fact that the generally expressed opinion amongst shipmasters is that at best it would be only a fine weather harbor, should be sufficient to convince all prudent persons of the necessity of caution before finally committing ourselves to a work of such magnitude and such doubtful utility. - As tho river is likely to be our only harbor for some time to come I consider it essential that a more up-to-date plant should be acquired for dealing with.- the silt question. I do not consider the policy of placing- heavier burdens upon tho shipping is a Aviso one, as it tends to limit the number of vessels coming to the port, 'and if pushed to extremes may result in an increase of freight being charged. COOK COUNTY COUNCIL. PAT UTAH I PUBLIC TRAMWAY. NOTICE is hereby given that the Cook County Council proposes to -apply to His Excellency the. Go-vcrnor-in-Council tor an “Authorising Order” to construct a Public Trannvay on the main road from the Borough of Gisborne at Lytton Road to Section 81, Block 111., Patutahi, Surrey District; and a branch line to a station near Arai Bridge; and also, with the consent of the Gisborne Borough Council (now. obtained), from the Lytton Road,, by way of the road through Yvai-o-hi-liaroro Block to the eastern end of Awapuni Road. The length of tramway to be constructed is Lo miles or thereby. The guage is to be 2ft Gin. The motive power to be “Steam.”

It i.s proposed to carry road metal for the Gisborne Borough Council at a rate not exceeding os per yard. U is also proposed to carry all road metal from Pa tut ahi Quarry that is required for the principal roads in Aral, Patutahi, Gisborne, and Wiiatanpoko Hidings. It is also proposed to cany goods and passengers at a rate to be hereafter fixed, and to establish approved stopping-places for delivery, cu route. It is proposed to raise the money for construction by moans of a Loan of £30,000. The interest and sinking fund to be secured by a small special rate on the Arai. Patutahi, Hangaroa. Gisborne ,and AA'hataupoko Hidings of the- Coimtv of Cook., but it i.s proposed to apply the net revenue from the tramway for payment of interest and sinking fund before proceeding to collect a special rate. It is also intended “to apply to the Minister for Finance for a Government guarantee of the loan in pursuance of the Local Bodies Loans Act, 1908.” Plans and cross-sections of the proposed tramway may be seen at the County Office. Childers Hoad, Gisborne, during office hours, .daily durum the four weeks ending 27th February. 1909. It is required that at least five per centum of the ratepayers within the district proposed to be rated shall, on or before the 27th February, 1909. bv writing under their hands, demand ‘that the question be submitted to the ratepayers by means of a Poll, and if such demand be- not made, the Conncil will proceed to raise the Loan and apply for the “Authorising Order" to construct the tramway.
