DISQUIETING REPORTS. SHIPS AND TORPEDOES IN BAD ORDER. United Press Association; Copyright (Received Jan. 27, 1.10 a.m.) PARIS, Jan. 26. M. Picard,, French Minister of Marine, has submitted to M. Caiilaux, Minister, of Finance, a proposal to spend 32 millions sterling on the navy, spread, over five years. He finds great administrative waste and extravagance, and among the workmen a want of discipline and a spirit of socialism. He emphasises the need of new first-class' battleships and the replenishment of stores. The newspaper “Journal de Paris,” on the basis of figures embodied in M. Chaumet’s, Deputy’for Bordeaux, report mi the naval estimates, states that four' .battleships out of fifteen are in had condition,i and only six good, and only thirty-four out of one hundred and sixty-two torpedoes fit for service.
