TURKEY AND BULGARIA. CONCENTRATION OF TROOPS. (Received Jan. 25, 11.45 p.m.) SOFIA, Jan. 25. Bulgaria is mobilizing the Starazagora division of the array. The precaution is attributed to the concentration of Turkish troops under Mustafa Pasha, who is threatening the strategical position, of Tirnovo, which is the key of Southern Bulgaria.
