THE AUSTRIAN DESIGN. TO ESTABLISH A NEW STATE. (Received Dec. 21, 10 pun.) VIENNA, Dec. 21. A debate in the Reichsrath revealed the ambition of some of the authors of the annexation to transform the dual monarchy into a tripartite empire, the newest autonomous State comprising Croatia proper, Slavonia, Dalmatia, Bosnia and 1 Herzegovina, with the idea of ultimately including the whole Servian race.
Baron Ton Bienertli, Austrian Minister of the Interior, remarked that Servia. land 'Montenegro had long cherished the fantastical hope that occupation would cease. This catch word had been propagated from Servia as a means of creating unrest in Bosnia and Herzegovina; therefore Austria had been compelled to annex those provinces in order to neutralise the pan-Serb agitation.

Arminius Vambery, the celebrated Oriental traveller, now apparently accepts the Austrian legend that Britain and Russia plotted as rivals to Austria’s Balkan interests. He blames the English Liberals.
