REPORT BY SIR GEORGE CLARKE. SUBMARINES -CONDEMNED. United Press Association. Copyright (Received Dec. 17, 10.55 p.m.) MELBOURNE, Dec. 17. The Minister of Defence has received from Sir George Sydenham Clarke a report 'dealing with the value of submarines for Austrlian defence. It says that the heavy seas prevailing on the Australian coast are most unfavorable to the employment of submarines outside harbors. Even in calm weather the chances of successfully attacking enemies’ vessels at a distance from port must be remote. The most that can be expected is that the presence of these craft in the ports would deter enemies’ ships from approaching in daylight. It would be difficult to understand how submarines can play an effective part in commerce in Australian waters. On these grounds Sir Geo. Clarke strongly advises that no money be expended on submarines. •-
