The Archibshop of Canterbury, addressing representatives of the Church Council at Church House, said he was not prepared to abandon hopes of settlement even after Mr. Runciman’s last letter, though negotiations were (never more dispiriting than now. Mr. C. A. Cripps, Vicar-Genera': of the Province of Canterbury, moved that the Council does not accept the compromise embodied in the Bill. The Bishop of Salisbury moved an amendment that the Bill is unaccept able without serious alterations. The amendment was lost by 187 to 216.

Mr. Cripps’ motion was carried b\ 189 to 99, but was declared lost because it did hot obtain a- majority of the three orders, bishops, clergy, and laity.

The Council deprecated proceeding with the Bill this sesssion.

THE HOUSE OF LORDS. REFORM PROPOSALS. (Received December 4, 9.50 p.m.) LONDON, Dec. 4. Lord Rosebery’s committee recommend that the remodelled House of Lords consist of three peers of the blood royal, chosen by the whole of the peers of the realm for one Parliament; 130 qualified hereditary peers, 10 spiritual peers, 5 Lords of Appeal, and life peers not to exceed 40, o; whom only four are to be created in any one year.
