Reuter’s St. Petersburg correspondent reports that a Lett named Aavotin has been arrested on a charge of attempting to derail at Pondery, the train conveying the Dowager Empress of Russia, Avhen returning from Copenhagen on fsie 20tli November. [The Letts are inhabitants of Livonia, one of the Baltic provinces of Russia.]
