The resumed debate collapsed after unsparing criticisms of the Kaiser’s interview. The so-called Ciiancellor crisis has been shelved. The chronic constitutional crisis is more widespread and acute than at any time in the history of the Empire. Prince Bulow was silent yesterday. There are indications that his position in Imperial favor has weakened.

The crisis is'acutely felt in the German provinces. The Conservative journal “Hamburger Naclirichteu” declares that the people should receive the Kaiser with cool reserve whenever he appears in public. The “Leielisbote” appeals to the Kaiser for a manifesto promising the abandonment of .absolutist methods and the establishment of Ministerial responsibility.
