[To the Editor.2 Sir,—ln response to enquiries, asking llie views of the two candidates seeking election to the County Council to represent the Gisborne riding, I, as one of the candidates, beg to state as follows: In answer to question 1, as to whether 1 am in favor of carrying on now works put of revenue, I would say that the finances of the Council havo got into such a state that it is impossible io carry on such works without outside assistance. In reply to question 2, I am in favor of borrowing to a certain ex-

tent, especially for new works reqiwred in the outlying parts of the county. In reply to question 3, in regard to the proposed borrowing or oOjOOU, I would say that as Hie county has been divided, it will not be necessary to borrow that amount, but that the Act passed last session so favors local bodies that I think we should take advantage of it for new works, especially in the outside parts of the county. In regard to question 1, concerning the extra rates paid by tlie ratepayers of the old Poverty Bay Road District, recently merged in the county, I reply that the piosifcion as 1 understand it is this, that the Poverty Bay Road Board, before it was merged in the county, had struck a special rate for its roads, the proceeds of which the County Council obtained, but this rate should notbe again asked for by the Council, but covered by the general rate struck over the whole county. Aly sole object in seeking election is to try and get a better system of administration adopted by the Council, and the finances put on a better footing.—l am, etc.,
