Colonel Seely, speaking at Manchester, and emphasising the fact that racial hostility in South Africa is dead, mentioned tho new fact that the most influential and most trusted leaders of the Dutch people in South Africa had urgently asked the Imperial Government to maintain the largest possible garrison of British soldiers there.
