The Right Hon. Augustine Birrell, speaking at Brighton, commenting on the scant respect shown to treaties, and animadverting on the war cloud, declared it virtually essential for Britain to have the strongest navy in the world', and that she needed it as an instrument of peace. _ “We must/' he said, “build our ships, Germany or no Germany, because of our history, our position, and our enormous trade as the world’s carrying power.”
