Mr. Birrell is introducing a Bill on November 23rd, embodying some of ■the recommendations of the Dudley Commission, devoting a, large sum to the compulsory purchase of land in congested districts, and! repealing tho financial clause of Mr. Wyndham’s Act of 1903.

LONDON, Nov. 6
Colonel Seely, replying to Sir Gilbert Parker in the House of Commons, said that no advantage would result from summoning an Imperial Conference to discuss the migration of colored races within the Empire, including the autonomous Crown colonies, or to consider the possibility of establishing communities of colored fello-w-subjects in parts of the Empire where no objection would be raised to them. Colonel Seely added that- the whole question is receiving the, -fullest attention, and that no representations had been received from the Premiers of the autonomous colonies.
