Germany demands that France express regret at the violence offered' at Casablancjr by French soldiers to German Consular officials. Germany offers to admit that the German Consul exceeded the bounds of discretion. France declines to express regret, and will adhere to the agreement to refer the incident to the .Hague tribunal.

LONDON, Nov. 5
The “Times” says that Germany’s •latest action over the Casablanca incident is evidently a device to divert attention from the Kaiser’s interview incident, and that Prince Bulow is merely rattling his sabre against Erance in order to induce the Reichstag to vote the new taxation. Note.—A Berlin telegram of Tuesday stated that the Reichstag will be asked to vote new taxation to the extent of £23,600,000, including a partial State monopoly of the manufacture and sale of spirits, increased excise duty on beer and tobacco,"a tax on still wine in bottle, and taxes on electricity, gas, and newspaper advertisements.
