COOK COUNTY COUNCIL.

ADJOURNED MEETING

The adjourned meeting of the Cook County Council took place at the Council Chambers, Childers 'Road', Present: The Chairman (the Hon. Captain W. H. Tucker), Crs. W. D. Lysnar, A. F. Matthews, T. Holden, H. White, W. Sherratt and F. Lysnar. CORRESPONDENCE.

Mr -A. Kempthome applied for a grant of £SO to form Pukepapa road-. The Council decided that it coidd not grant the request-. Advice was received from the Department of Roads land 'Bridges that £3OO had been granted for the Mangahaea bridge. . The Clerk to the Pa-tutahi Rotad Board inquired as to the probable date when the £IOO avaiillable -for the main drain- work would be spent. • The Clerk was instructed to inquire from the Treasury when the money would 1 be available. Adjutant Dickens, of the Salvation Army, wrote asking for a .subscription to the Army’s -annual Appeal fund. The Chairman said the letter was one for the Councillors individually. The Council funds could not bo used for the purpose. Authority was received from the Department of Roads to spend £SOO on the Waihuka Valley Road. The authorisation was accepted. Mr F. A. Finl-ayson applied for a billiard-room license at Waihuka Valley.

The license was granted'. 'The Department of Lands informed the Council that the Gisborne Borough Council had applied for a proclamation over Waihirere Quarry, and that, the quarry be vested in the Borough Council, Harbor Board and County Council.

It was decided to inform the Department that the County Council’s application was for a- block of 28 acres now held by the Railway Department. No objection was. -raised to the Borough Council’s application. The Aroha Road Board asked the Council _to superintend the expenditure of" £SOO granted by the Government -on behalf of the Board. The Engineer recommended that the request be not complied with, and- the suggestion was adopted.

Mr Samuel McKenzie asked that his property -at Buukituri be declared within- the bound'ary of the Wairoa County. The application was- declined. The Secretary to the Motu Settlers’ Association asked that the slips be removed between the. Waihuka road and Gold Creek.

The Engineer said that the matter ■ had been attended’ to. THE TUPUBO'A STOCK TRACK. Cr. F. Lysnar moved that- £2OO be spent on the Tupuroai stock track. . Cr. W. D. Lysnar seconded the motion, and said that the Council must either vote money for the work or raise a loan.

The Chairman said he would under most conditions, favor the grant, but the present -condition of the -finances would not warrant snch heavy expenditure. Cr Holden- said he would like to support the motion: but in tlie present state of the Council’s finances felt that he could not do so. The Chairman moved that the further consideration of the motion be postponed until the Council was in a position to provide the -money. Cr. -Matthews suggested l that the money be spent when the new rates came in. He would vote for the grant if he could . see where the money was to come from'.

Mr. Steel 1 , who attended' the meeting, s'rid he fully understood that when, the £SO was voted for the survey work the balance of £2OO would alsoi he grunted. Cr. Matthews moved that £IOO he granted, hut Cr. F. Lysnar’s motion was carried:

Cr. Sherratt suggested that tenders should be called for the work, the tenders not to be accepted until there were funds to pav for”the work. A QUESTION OF REPRESENTA- • - TION. Cr Matthews asked- if the representatives of the Waikohu ridings would continue to sit on the Council until the mew County ejections took place. The Chairman said that as the Waikohu riding had been cut off from the Cook County no election for that riding would, be held. Cr. W. D. Lysnar held that the. Waikohu riding should he represented on the Conned) until the Waikohu County election took place. He intended to resign his seat. Cr Matthews said now that the Waikohu riding was separated; from the Cook County the representatives were not legally sitting on the Coum. cil, land had no right to vote on questions affecting the whole county. The Chairman held' that as the boundaries of the new County had not been defined the representatives had not lost their qualifications. ENGINEER’S REPORT.

The Engineer reported as follows: Contract 241, horses for road machine, etc. : I have at present three graders at work in the Hangaroa riding, the Way nata-Tolog® riding, and the To Arai riding. The* first machine has been on the Pouawa road, and will work up the Coast towards Takapau. The second has been, employed near Waerenga-o-kuri, (and will proceed towards Hangaroa and Tiniroto. The third is at present in the neighborhood! of Maraetaha, and will go on towards Wharerata. Contract 239, formation of Upper Stout street: Satisfactorily completed. Contract 238, formation, GoUdie’s road, Whafaupoko: Work well in hand, and will, probably be completed at date of meeting. • Contract 237, formation-, Brunson’s road, Waimata: Good progress is being made, and a considerable distance completed an the rough'. Contract 236, Wainui sandhills: 14 chains formed and clayed, land all atone collected and broken.

Contract 235, spawling and knapping ilimestone, Waerenga-Oykurc: About 450 yards ready for carting on the react.

Contract- 232, Waihuka Vialley, formation : Satisfactorily completed, and the contractor is now engaged' on ..the final link between Poututu and Neil’s road. * -

Contract 231, bridle track, Maungahaumin: Completed satisfactorily. Contract 226, quarrying and breaking metal, Mobil road: Good progress has been made, and over 1000 yards ready stacked for carting.

Tenders have been called - for metalling Takapau'-Hauiti road l , metalling near Buatae Hill, formation and metalling Waipaoa. river road, metalling Von Be-in's road (Wbataupoko), and metaliling portions of Arai-Tqko-nui road.

Contract 212, Mangap-ap a bridge: Completed -satisfactorily. Contract 197,. Waimata- bridges (4) Completed! satisfactorily. The Engineer also -reported upon the estimated cost of metalling the gap on the Wiba-taupoko Ormond road between Courtna-y’s and College road, approximately 130- chains, qs follows : —With Waihirere stone and shingle £1047 10s., ishingle- only £794 ss, screened -shingle £ll9 ss. Mr Fraser added that if the above gap was metalled it would be advisable to put some extra gravel from Bruce’s store towards King’s road, costing .about £260. Mr Branson offered to transfer a deviation, of a road on hii® private property iat Waimata to the Council and the offer was accepted.

C'r Holden moved that formation and-grading be done on College road 1 . The motion was lost, Cr.-F. Lysnar stating that ho would- not like to see the road grader being taken off the back roads for the purpose. As this was the last meeting of the Council previous to the County elections, farewell speeches took place, and the Council l adjourned-.
