Ladies and gentlemen,— Having been honored by the request of a large number of Electors to offer myself as a Candidate for the House of Representatives,. I have decided to accede to their wishes. Although I shall take an early opportunity of laying my views before you, it. is desirable that you should have some indication of their nature. I am in favor of—(a) RESTORING to PARLIAMENT control of the public finances by restriction of the powers of the Ministry in public expenditure. (b) GRANTS VOTED by Parliament BEING EXPENDED upon specific works and not diverted at will of a Minster. (c) The continuance of the present system of ELECTION to LOCAL BODIES by RATEPAYERS and BURGESSES. (d) Encouragement of LAND SETTLEMENT upon the OPTIONAL PLAN with provisions for preventing the aggregation of large holdings. (e) ABOLITION of POLITICAL PATRONAGE, EQUAL OPPORTUNITY for all, and the establishment of a GIVIL SERVICE BOARD. (f) TARIFF REFORM by reduction of duties on necessaries oi . ■ life. (g) NATIVES being placed on the same footing as Europeans for REPRESENTATION, TAXATION, and LAND TRANSACTIONS with proper saleguards.
