PARLIAMENT control of the public finances by restriction of the powers of the Ministry in pub-lic-expenditure. (b) GRANTS VOTED by Parliament BEING EXPENDED upon specific works and diverted at will of a Minster. (c) The continuance of the present system of ELECTION to > LOCAL BODIES by RATEPAYERS and BURGESSES. (d) Encouragement of fjAND SETTLEMENT upon the OPTIONAL PLAN with provisions for preventing the aggregation of large holdings. (e) ABOLITION of POLITICAL PATRONAGE, EQUAL OPPORTUNITY for all, and the establishment of a CIVIL SERVICE BOARD. (f) TARIFF REFORM by reduction of duties on necessaries of life. (g) NATIVES being placed on the same footing as Europeans for REPRESENTATION, TAXATION, and LAND TRANSACTIONS with proper sale- . guards.
