(cl) Encouragement of LAND SETTLEMENT upon the OPTIONAL PLAN with provisions for preventing the aggregation of large holdings. (e) ABOLITION of POLITICAL 'PATRONAGE, EQUAL OPPORTUNITY for all, and tlic - establishment of a CIVIL SERVICE BOARD. (f) TARIFF. REFORM by reduc : tion of duties on necessaries of ■life.
