Mr. Churchill, speaking at Dundee, discussed tno underlying causes oi? .unemployment, and enumerated the various ■unhealthy industrial conditions winch must he attacked, in order to find ’ a remedy. This would entail a spec, i measure of social equality of an economic characto.,-car-rying us Into a new .and -untrodden hold m British politics'.- .He enumerated! the lack of any central organisation of industry, or any general concerted control of the- ordinary Government work on extraordinary relief works. The Board of Trade . might estimate the degree of unemployment in any winter, and some Go vo i"n me lit. office should arrange the distribution of Government contracts accordingly, or expand certain uncompetitive work, like afforestation. Mr. Ghurchili condemned the gross increasing evil of casual and .boy labor. “The evil of the underemployed,” iiopaid, “is the taproom.” The unemployment, he hinted, of casual unsKilled labor was not the re--suit of accident, but the 'result oi economic causes too long unregulated.- This labor should be manufac--“itured into an article required to suit the convenience of industries at par- ., ticular times, and practical means made for a great diminution of this evil. Up to 18 every boy and girl ought to’ be learning a trade as well Eis earning a living. He believed that thousands of wealthy . people were willing to make the necessary sacrifice to secure more' elaborate social organisations. Lord ltipon has resigned the position of Lord Privy Soai. The Lari of. Crewe (Colonial Secretary) succeeds him, but will retain the Secretaryship for tlio Colonies. Lord Tiipon resigned on the ground of age. The Miners’ Federation of Great Britain .resolved to apply for admission to the Labor party, conditional on the members of the Houso of Commons now representing the federation not being asked to sign the party’s constitution, except, in the event, of an election.
