President Roosevelt's anti-corpora-tion campaign has met a sharp reverso by the Federal Circuit Court of Pennsylvania declaring the commodities clause of the Hepburn Act unconstitutional. The. clause forbids m railway to ship from one State to another, or abroad commodities whereof they are producers or manufacturers unles the commodity is essential t 0 their legitimate functions as common carriers. It especially aimed at railway ownership of colliers. The mil ways affected own or control 90 per cent of the unmined anthracite coal in Pennsylvania. Attorney-Ge-neral Bonaparte appeals to the United States’ Supreme Court.
