SECOND BALLOT BILL.
A FAULTY CLAUSE. [Special to “Times.”] WELLINGTON, Eopt. 7. Tlxo clause regarding tlie uoi.-distri-bution of printed matter, etc., her tween the hrst and second ballots at elections for members of Parliament was only circulated as the clause was being put through committee, .and members had ready no time to consider its meaning. The clause now appears to have been badly drafted, and it is understood that nr its pres-
cut form it will not prevent newspapers from commenting on the ejection. It is possible that the clause may bo re-committed or altered in tile Upper House, though it is not usual ror the Upper House to materially alter an Electoral Bill. There is considerable difference of. opinion .as to whether or not candidates should bo allowed to continue their campaign between the first and the second ballot. Some think electioneering should bo absolutely prohibited, and others think there should be the fullest discussion of the platforms of tho two candidates, -iiie more members discuss the main principle of the second ballot the less they ■appear to think of it.
