WHEN MORE THAN HALF THE NUMBER OF PERSONS CHARGED IN A SINGLE YEAR ARE FIRST OFFENDERS, IT LOOKS AS THOUGH NEW ZEALAND WERE MANUFACTURING DRUNKARDS ALTOGETHER TOO RAPIDLY.
