SLOW PROGRESS,

WELLINGTON, Sept. 4. Slow progress is being made with the Second Ballot Bill, but there are indications that it will be got through committee to-night. The Government capitulated to the extent of adding u provision to clause 2 to the effect that if the candidate at the head of tho poll has 500 more votes than the one next to him, lie shall be deemed to have polled an absolute majority of the votes. When Sir Joseph Ward announced this concession, the Opposition fought to have the number made 250 instead of 500, but in this they were defeated by 36 votes to 13. Dr. Chappie and Mr. Tanner, two of the Government supporters, gave the Opposition a helping hand, Dr. Chappie, in particular, being very trenchant in his criticism of the weakness in the measure.
