The “Times’ ” Tangier correspondent on Monday states that Germany has taken a most regrottnblo step by the departure of Dr. Vessel, tho German Consul. Preparations were conducted with greatest secrecy and tho departure was carefully concealed from tlio other European representatives by tho German Legation. Dr. Vnssel left Tungior for Fez, presumably in order to resume his post at tho Court of Mulai Haful, whom the Powers liavo not yet recognised.
It is clear that the Gormans desire to bo considered by Mulai Halid’s tribes as the first Power recognising Mulai Halid.
Prince Buolow, at tho same time, doubtless desires Germany to be tho sole Power having a confidential adviser on Mulai Halid’s side, hut it is very much doubted whether tho practical benefit, which will accrue from this stealing a march will bo worth the verv just and very adverse criticism which it will meet with from Europe. The German officials’ version is that Dr. Vnssel was sent at the urgent request of German claimants to settlo outst Hiding claims, and tho journey lias no political object. It can only end in a return, but such a movo at this juncture cannot fail to have a political effect on Morocco, whatever Germany intends. ‘
