HARBOR BOARD. ORDINARY MEETING.
Tho ordinary monthly meeting of the Gisborne Harbor Board was held (rostorday. Presold: Mr. John Townley (Chairman), Messrs W. D. Lysnur, F. Harris, G. Matthewsoii, W. iSiovwright, and J. Whim-ay.-. CORRESPONDENCE.
Tho Gisborno Plumbing and Painting Works (Messrs l'V Hall and Sons) applied for a-lease of tho wharf sheds upon which to (display -advertisements at an annual rental of £ls per yoar. Tlioy also asked permission to orect advertising hoardings near tho wharf, conditionally upon paying tho Board 25 per cent, of the profits. Tho Chairman said a committee hail considered tho -lottor, and was of opinion that tho offer should not be accepted as hoardings or advertisements would not improve the appearance of wharf. Tho Board hail not too much room and>could aiot afford to allow any encisYaelnis;f,t by hoardings. X * Mr. Harris was in favor of the offer being accepted.'' Tho Chairman moved that the Offer bo declined. Mr. Lysnar seconded tho motion, which was carried. Mr. G. Ritchio asked permission to orect a small movable houso on the Board’s land near tho groyne.—The application was declined. Tho Railway Department wrote informing tho Board that their suggestion to protect the lino on the river wharf by totara sheathing had boon approved. Tho Secretary reported .the Public Trustee had sent information that £2,943 was available on tho sinking fund account, and he would endeavor to find a suitable investment for Tho money.
Tho Town Clerk wrote requesting tho Board to recoup tho Council for tho datnago done to tho Kaiti esplanado road, and asked that tho flooding of the road by water from the reclamation works be discontinued. Mr. Lysnar suggested that the letter should bo referred to t-lib Finance Committee to report. Tho Council had suggested that a portion of the royalty on gravel received by tho Board should bo used to keep tho road in repair. During tho past tvvolvo months nearly £2OO a year had boon received by the Board in royalties on gravel carted over tho road, while tho Borough had to keep tho road in repair. Tho Chairman said the Board had a good counter-claim against'- the" Council. Most of tho silt in tho rivor channel came off tho roads, and it cost the Board far more to dredgo tlio channel than to keep tho roads m repair. Tho Mayor had proposed using the royalty for repairing the road, and iic was glad ho had seen the errror of his wavs.
Mr. Lysnar: No! I have not. Mr._ Town ley: The cost of keeping the Kaiti road in repair ig very small compared t 0 the damage done to the river.
Mr. Harris said the Harbor Board had always acted fairly to the Borough; but certain Councillors seemed to think tho Board had to obey the Council’s orders. Before he agreed to any money being expended bo would want a legal opinion as to whether the .money could bo paid or not.
Mr. Whinray said film committee would consider that question. The Overseer said tho road was torn up by the Council’s employees; but if it Mtt r-yftA ji\7. "to the road, and lie would Lave built a protecting bank. Mr. Sievwright said ho thought it a pity two public bodies could not work amicably together. Mr. Lysnar’s suggestion was adopted.
Tho Finance-Committee recommended that by-law 180 bo altered to -read: —“That for steamers of 120 tons register and upwards only Id per ton bo charged oil' arrival, the total charge not to exceed Gd per ton in any ono year, as against Is per ton in any one year as at present. This ,to apply to intercolonial and coaster boats only.”
Mr. Lysnar said if tlio report was adopted a special order would bave to be passed.
The Chairman moved tho adoption of tlio report, which meant a loss of £SOO in revenue next year. Mr. Lysnar seconded tho motion. The fees wore calculated on a fair basis, and would be a concession to tho coastal boats.—Tho .motion was adopted. In addition to reporting as to the state of- the river the harbormaster reported: Shipping since last meeting: Steamers, arrivals 38, departures 38. Sailing vessels, -arrivals 7, departures 7. Moorages: Extra lay days £1 10s 9d, lighter dues (72 days at 2s 6d) £9.
