THE GERMAN INCIDENT. United Press Association, Copyright (neceived August 81, 10.55 p.in.) LONDON, August 31. The “Chronicle” and the “Telegraph” state that tho German torpodoer on tho Tyne had followed tho herring Hoot as usual from Aberdeen. Tho manoeuvres wore suddenly concluded on Saturday.
